Comment: "Why is it that the residential customers rates are increasing by—9.75%while
the LARGEST users rates are only increasing by 3%? Seriously. To be more fair, the largest
users, who have the most impact to the overall power usage, and have more resources to
reduce their usage, should pay a larger% increase.
If you are doing this to rates, and still accepting new data centers that will hoover up our
power--you are not protecting us at all, and we should look at you as the enemy. I am
serious.
Please, do not increase residential rates as you are suggesting. People will freeze this
winter, those that are on fixed incomes.
Please read this and take into consideration.

Comment: "Our nation and Idaho continue to see a steep rise in cost of living and not an
equal rise in wages. I understand that we need to keep our public utilities in good condition
and that this increase will help with maintenance and other costs of business. I would like
to suggest that Idaho Power seek a lower rate adjustment at this time. Idahoans just can't

keep up with the cost of living and a gradual increase is better for all concerned. Thank

Comment: "Dear Idaho Public Utilities Commission,
I'm writing on behalf of my mother, Mildred E Fackler, to oppose ANY rate increase
proposed by Idaho Power. I'll keep this short, without going into a diatribe, that you have
undoubtedly read and heard many time in relation to this subject. The consumers of Idaho
Power are simply tiring of being"Old Customers"that instill the seed money to keep the
expansion of a publicly traded company going. I'm a small business owner and know that if
I was to ask for a loan, it comes with high interest and a vig. The cost of living had lead the
misery index to new highs that I would have never foreseen, in my teens and twenties.
Three of my neighbors are on strict/fixed incomes, the Federal interest rates have onlyjust
begun to lower and far too many are finding their income/debt ratio at the point of
insolvent.
In closing, WE (the old customers) can't keep covering the loses or expansion desires of
public utilities;just look at what's happening in Pittsburgh.

Comment: "The proposed rate increase of 9.74%for residential customers is too much.
With healthcare subsidies basically being eliminated, tariffs increasing costs for virtually
anything we purchase, we don't need utility companies requesting these large increases.
Get it from the large corporations who can afford it!"
