IPC-E-25-32 COMPANY'S APPLICATION FOR APPROVAL OF THE COMPANY'S 2026 IDAHO DEPARTMENT OF WILDFIRE MITIGATION PLAN LANDS' PETITION TO INTERVENE Pursuant to Rules 53 and 71-73 of the Idaho Public Utilities Commission Rules of Procedure, state agency Idaho Department of Lands ("IDL") and State Forester Julia Lauch hereby petition to intervene and to appear and participate as a party by providing technical assistance in the above-captioned matter pursuant to I.C. § 61-1804(2) and Order No. 36835. 1. IDL's Direct and Substantial Interest in this Proceeding IDL has a direct and substantial interest in this matter. Pursuant to I.C. § 61-1804(2), IDL is an interested entity statutorily authorized to provide technical assistance. "With respect to elements of the plan that relate to vegetation management, reduction of wildfire fuels, and other duties of the State Forester under title 38, Idaho Code, it shall be presumed that the recommendations of the State Forester, if any, are reasonable and appropriate." I.C. § 61-1804(3). Allowing IDL to intervene will not unduly broaden the issues. As the agency responsible for wildfire protection on state and private owned forest land within the state of Idaho, IDL has a direct and substantial interest in wildfire mitigation plans. 4. Conclusion IDL respectfully requests that the Commission grant IDL's petition and allow IDL to intervene as a parry in the above-captioned proceeding. Dated this 1 Oth day of November, 2025.
