Residential customers should not bear the cost of increasing capacity to accommodate large industrial and commercial consumers of electricity. These entities must pay their own way if more capacity and infrastructure is needed. Moreover, the base residential rate should not be increased again. This rate was recently increased from $5 to$15, a 300% increase. These base rate increases just negate the efforts made by residential users to conserve electricity use to lower their monthly bill. Idaho Power Company must devise an equitable plan to increase revenue. Those entities requiring additional power must also be required to shoulder the cost. Existing residential customers should absolutely not be made to cover the cost of new customers. In case I cannot, please accept this testimony: I OPPOSE the increase. It is my understanding that the pressure for increasing rates comes from the PERCEIVED necessity to provide power for Al server farms. 1 Al server farms are great (for someone) I suppose, but they are a PRIVATE ENTERPRISE and operated for profit. As such, they should be ENTIRELY responsible for the build out of capacity which they need to operate THEIR business. We rate payers get no share of the profits from operating those businesses, and please do not try to portray some downstream benefit as our share in that profit. Their private revenues will far outstrip the $119M needed outlay to build out infrastructure to accommodate them. Let private industry pay for the development of THEIR private enterprise and infrastructure. Idaho utility rates are already ridiculous.They all continue to increase and expect ratepayers to be fine with it. You all act like it's just you increasing your rates but it's not. Combined,you are bleeding us out financially at an alarming pace. Only last year the service fee was raised from $5 to $15, and the proposed $25 service fee is plain theft. The burden is uneven: Residential and small business customers face over double the percentage rate increase of large commercial/industrial users. Families, seniors, and farmers bear the brunt, while big corporations benefit. Idaho residential families should not share in the burden of costs for massive transmission infrastructure for Tech giants like Meta and Micron and their growing energy demands. Additionally, Idahoans do not want out-of-state wind and solar development on our lands.
