LOLL, DEPUTY ATTORNEY GENERAL DATE: NOVEMBER 5, 2025 SUBJECT: IN THE MATTER OF QWEST CORPORATION DBA CENTURYLINK QC'S APPLICATION FOR APPROVAL OF THE INTERCONNECTION AGREEMENT WITH GOLD STAR COMMUNICATIONS,LLC DBA SILVER STAR COMMUNICATIONS; CASE NO. QWE-T-25-01. On June 20, 2025, Qwest Corporation dba CenturyLink QC ("Company") submitted a request to the Idaho Public Utilities Commission ("Commission") for the approval of a Type 2 Wireless Interconnection Agreement ("Agreement") with Gold Star Communications, LLC dba Silver Star Communications ("Gold Star") for the State of Idaho. STAFF ANALYSIS In its filing,the Company requested that the Commission approve the Agreement between the Company and Gold Star. The Company submitted an amended application on August 28, 2025, due to errors in the original Application such as referencing Wyoming instead of Idaho in the Agreement. Amended Application at 1. The Amended Application corrected the typos in the original Application and asked for approval for the Agreement. Id. The federal Telecommunications Act of 1996 requires that interconnection agreements be submitted to the Commission for approval. 47 U. S. C. § 252(e)(1). The Commission may reject an agreement adopted by negotiations only if it finds that: (1)the agreement discriminates against a telecommunications carrier not a party to the agreement; or (2) implementation of such agreement or a portion thereof is not consistent with the public interest, convenience, and necessity. 47 U. S. C. § 252(e)(2)(A). DECISION MEMORANDUM - I - NOVEMBER 5, 2025 RECOMMENDATION Staff has reviewed the Company's Application,Amended Application,and the Agreement. Staff believes the Agreement does not discriminate against any telecommunications carrier that is not a party to the Agreement and that the Agreement is consistent with the public interest, convenience, and necessity. Therefore, Staff recommends that the Commission approve the Type 2 Wireless Interconnection Agreement between the Company and Gold Star.
