BACKGROUND
On October 3, 2025, the Idaho Public Utilities Commission issued Order No. 36780,
approving July 2028 to be the first capacity deficiency period for Rocky Mountain Power, a
division of PacifiCorp ("Company"), for calculating avoided cost rates under the Public Utility
Regulatory Policies Act of 1978.
On October 17, 2025, Staff updated the Surrogate Avoided Resource ("SAR") Model and
the published avoided cost rates using the approved first capacity deficiency period and sent both
the SAR Model and the updated avoided cost rates to the Company for verification.
On October 24, 2025, the Company filed a response with the Commission, agreeing with
Staff's updates.
STAFF RECOMMENDATION
Staff recommends the Commission approve the updated published avoided cost rates and
updated SAR Model filed by Staff on October 17, 2025, with an effective date based on when a
final order is issued.
