RE: Case No. AVU-E-25-14— Staff s Application to Update Inputs to the "Surrogate
Avoided Resource"Method Avoided Cost Rates
Avista Corporation, dba Avista Utilities (Avista or the Company), received the Notice of
Application, Order No. 36798, from the Idaho Public Utilities Commission(IPUC) dated October
10, 2025 notifying the Company of Commission Staff s application for an order updating inputs
to the surrogate avoided resource method ("SAR Method") model and approving the SAR-based
avoided cost rates for eligible qualifying facilities ("QFs"), and opportunity to file written
comments on this matter. The Company has reviewed the new published avoided cost rates and
supports Staff s changes to the model and inputs as described in Staff s application and agrees that
the rates are correct.
