On October 17, 2025, PacifiCorp dba Rocky Mountain Power received correspondence from the
Idaho Public Utilities Commission Staff which included a cover letter, an updated Surrogate
Avoided Resource ("SAR") Model, and Attachment A with updated published avoided cost rates
for new contracts. Staff requested the company review the attachments and provide a response on
whether or not the company agrees with staff s calculations by October 24th. The Company has
reviewed the calculation of the newly published avoided cost rates and agrees the published
avoided cost rates were updated correctly.
