Subject: Comments on SWIP-North [IPC-E-25-08]To the Idaho PUC,
I am writing to express support for Idaho Power's request for a Certificate of Public
Convenience and Necessity for the Southwest Intertie Project-North (SWIP-North),
currently being considered by the commission in case IPC-E-25-08.
As energy demand increases in Idaho for added residential, industry, and agriculture
needs, additional pathways to bring energy into the region to make sure our homes,
businesses, farms and ranches have the power they depend on, this project is necessary.
SWIP-North will help ensure this happens. Delaying the approval of this project with the
projected rate of growth for Idaho,jeopardizes the security of our communities."

I am writing to express my support for Idaho Power's request for a Certificate of Public
Convenience and Necessity for the Southwest Intertie Project-North (SWIP-North),
currently being considered by the commission in case IPC-E-25-08.
As energy demand continues to increase in the Magic Valley and beyond, we need
additional pathways to bring energy into the region to make sure our homes, businesses,
farms and ranches have the power they depend on. SWIP-North is a key project for
ensuring the region has a reliable supply of affordable energy by accessing abundant, low-
cost energy in the desert southwest.These resources are especially important to meet
growing winter energy needs with affordable power.
While energy needs grow in Idaho at a pace we have never seen before, communities need
to find energy resources they can say yes to. SWIP-North is the right project at the right
time, especially when compared to more costly alternatives.

Hello,
My name is Mike Engle. I'm the Chair of the Portneuf Resource Council (PRC), a 501 c3 non-
profit in Southeast Idaho that advocates for clean energy solutions in Idaho.
I am writing to voice my and my organization's support for the SWIP-North Transmission
Line (SWIP-N)final approval. Idaho's economic growth is directly tied to meeting
increasing energy needs. To meet those energy needs, Idaho needs increased and
modernized electrical grid capacity and PRC encourgagess the commissioners to give their
final approval for the SWIP-North Transmission Line. Idaho Power needs this transmission
Line so that they can continue to meet their state mandated responsibility to deliver reliable
and affordable electricity to their customers. While Idaho Power currently plans to only
use SWIP-N to import energy, PRC supports IPC's ongoing efforts to deliver reliable and
affordable power and we support IPC's participation in the regional market place.

Idaho is growing and that means the need for more in the electricity grid. Will Idaho be
ready to deliver reliable and affordable electricity to our citizens in the future? I support
expanding the grid including solar, wind and other alternative sources and I also support
the SWIP-N transmission line. I understand that even though Idaho Power will only use
SWIP-N to import energy to Idaho, I support its participation in the regional market due to
reliability and affordability concerns.

Comment: "I am writing to support Idaho Power's requested stake in the SWIP-N line. As an
Idaho Power ratepayer and energy industry professional with no financial stake in the PUC's
decision on this matter, I recognize the need for Idaho Power to access out-of-state
electricity to service its territory and meet the incredible demand growth they are
experiencing. It is not an understatement to say that if the PUC were to deny Idaho Power's
stake in SWIP-N, its ratepayers must expect future rates to increase more than they other
wise would, and for fundamental reliability of our electricity supply to suffer.The SWIP-N
Line has gone through many, many years of public input and review. It meets all the most
current safety standards and will be built to minimize impact on surrounding communities.
I attended Jerome County's P&Z Commission's SWIP-N hearing and the Jerome
BOCC's first SWIP-N hearing. The opposition to SWIP-N is both ideologically opposed to
expanding Idaho's energy system in realistic and necessary ways, and also misinformed
about the realities of both this transmission line and the broader energy system. The voice
of a small misinformed opposition should not be responsible for the considerable negative
impact that denial of Idaho Power's stake would have on all of Idaho Power's ratepayers -
and the state's broader economy. Please do the right thing for the greater good - and simply
just the thing that makes logical sense - and grant Idaho Power's stake in SWIP-N. Thank

We are writing to support Idaho Powers plans for the SWIP-N transmission line. Idaho is
growing and needs to expand its electricity grid. As residents of Southeast Idaho, we are
seeing growth iBingham, Bonneville and Bannock counties. Our county commissioners are
discussing the need for more electrical power and especially power coming from
renewable energy sources.

Idaho Power is facing more demand growth. As an Idaho Power rate power, we are
concerned how they can deliver reliable and affordable electricity without expansion to the
electric grid. We understand that although Idaho Power will only use SWIP-N to import
energy to Idaho, we support its participation in the regional market.
We support the build-out of our grid including, but not limited to, the SWIP-N transmission
