Comment: "To allow Idaho Power to acquire the CPCN for the SWIP N line is not good for
Idaho. I wish I could email someone with documentation from CAISO and LS Power over
the SWIP N Transmission Line. As I read the issues Idaho Power is having in Baker County
with easements and problems with the B2H line, non payments for work, claims of eminent
domain?Will the SWIP N transmission line will be another black eye for Idaho Power? Do
fate payers pay for Idaho Powers legal issues?
The lack of documentation for the public to view on the viability of the economic benefit for
Idaho Power Customers is unsettling. The pressure on the Counties affected by this
transmission line and the residents is overwhelming while the lack of concern by GBT/LS
Power is underwhelming. The power of CAISO and the WEIM that will control the power is
weakening our States energy independence. Idaho does not want to become a tributary
state beholding to more populated states. The Idaho PUC needs to stop allowing frivolous
PPA's like Jackalope Power for 35 years. 1. It isn't built yet 2. The lifetime of wind energy
isn't 35 years. It is a false supply source that needs to be looked at closely for companies
purchasing this type of power.
LS Power/GBT is hedging for anew administration to approve all of the Wind and Solar
proposals in the Magic Valley.
With global investors buying up utilities and Data centers this is a circle of demand with
supply and fulfillment paid by the rate payers. A blaring example is Meta, Micron, Amazon,
Bill Gates involvement plus other global investors. I feel allowing PG&E, Nevada
Energy, Blackrock, Vanguard, Berkshire Hathaway, IdaCorp and Pacificorp to join monetary
forces have conflict of interest. CAISO has had some of their Solar and Wind projects
terminated or their lifespan is up. In California they were going to close Diablo Nuclear but
realized they need this load energy source while gutting reimbursement for rooftop solar.
The FERC submitted on behalf of GBT and IdaPower was denied.They are in the middle of
resubmitting it. Nevada Energy has had to refund millions of dollars for wrongful billing
practices. I find in the LS Power Documentation where money has been collected from
Nevada Rate payers. Has Idaho's ratepayers been being charged.
In the meeting tonight I was told I was contributing conjecture but the host was unable to
inform me about how much control CAISO would have and if the WEIM would dictate if

northbound power quantity and where the sources of power would come from. Another
person asked for a feasibility study of profitability for the SWIP N line and was told that was
confidential. So why would you have this type of meeting when the answers to questions is
confidential or deemed conjecture? I was told to look at Ellsworth's Testimony in the area
of pages 51 to 56. It is redacted with some of the Southwest Energy Market sources not
built yet. So is his paper conjecture too?This takes back tome relying on documentation
from CAISO, MEIM and LS Power sources. Also information about the SunZia projects
involving Pattern Energy. This leads to me being told my comment while trying to ask a
substantiated question labeled as conjecture, too.
I looked over this case today and some areas were not viewable or redacted.
What are the viable completed sources of the 11.4% North Bound electricity coming from?
Many projects are in litigation that will limit what excess power will be available.
I wonder how this will help stabilize Idaho's grid while connecting to unstable energy
states.
Then will the SWIP N increase Idaho Powers Liability over Wildfires?
The development of our state comes at a very high cost and the economic influence of
Treasure Valley build up is weighing heavy on Idaho Power rate payers. Maybe the large
developers need to come up with their own energy sources at their expense. SWIP N is a
gamble and you don't gamble with other people's money that are struggling to maintain a
household and quality life in Idaho. "

Subject: Comments on SWIP-North [IPC-E-25-08]
To Whom It May Concern,
I am writing to express support for Idaho Power's request for a Certificate of Public
Convenience and Necessity for the Southwest Intertie Project-North (SWIP-North),
currently being considered by the commission in case IPC-E-25-08.
As energy demand increases in the Magic Valley, the dairy industry needs additional
pathways to bring energy into the region to make sure our homes, businesses, food
processors, farms and ranches have the power they depend on. SWIP-North will help the
region ensure a reliable supply of affordable energy by accessing abundant, low-cost
energy.
The dairy industry continues to look for ways to improve on-farm operations that use
technology to advance our industry, many of which have significant electrical demands.
Our on-farm demand increases coupled with the growth in food processing, it only furthers
the demand on energy in our region. Solutions like SWIP-North will allow these initiatives to
succeed which will lead to continued economic growth in the region. SWIP-North appears
to be the most cost effective proposal to deliver reliable and affordable energy to the Magic
Valley.
Thank you for the opportunity to comment on this important project that will allow Idaho's
energy demands to meet the needs of our region.
