UPDATES TO CAPACITY DEFICIENCY USED IN DETERMINING AVOIDED COST RATES;
ORDER NO. 36780 IN CASE NO. PAC-E-25-08.
Background
On October 3, 2025, the Commission issued Order No. 36780, approving July 2028 as Rocky
Mountain Power's first capacity deficiency date for the Public Utility Regulatory Policies Act of 1978
("PURPA") avoided cost determinations for both Surrogate Avoided Resource ("SAR")-based contracts
and Integrated Resource Plan ("IRP")-based contracts. Therefore, Staff updated the SAR model to
reflect the first capacity deficiency date.
SAR Model Updates
Staff entered seasonal capacity deficits on Tab "Input — RMP IRP," which are used by Tab
"Input — Load and Resource." As a result, the avoided cost of capacity will be paid to new projects
starting in the first deficit year of 2028.
Staff re-calculated avoided cost rates for new contracts to reflect the updated first capacity
deficiency date. Attachment A shows the updated published avoided cost rates for new PURPA
contracts.'
Please review these attachments and file a response with the Commission by October 24, 2025,
stating whether the updates to the SAR model and the calculations were made correctly.Please contact
