Inspection Summary
September 30, 2025: (2.0 Standard) (Galli 1.0) (Green 1.0)
Inspector Galli and Green conducted a distribution records audit of Enbridge for years 2023 and 2024.
Enbridge procedures and records were reviewed and compared to the PHMSA Inspector Assistant(IA)
question set. A complete list of attendees can be found in the IA inspection. Completed IPUC Form 1 and
the Post-Inspection Written Preliminary Findings were sent to Steve Bursett, Supervisor of Gas
Compliance.

Galli and Green travelled back to Boise.
Discrepancies:
1. Recommended updating procedures to include the calibration statement of pressure gauges from SP
4-25-04 Section 5 to procedures relating specifically to pressure testing and regulator inspection.
5. Test Equipment and Certification
5.1. Ensure all equipment is certified, traceable to National Institute of Standards (N.I.S.T.) primary
standards.
5.1.1. All test equipment and related instruments must be recalibrated or re-certified on a
yearly basis.
5.1.2. Test equipment must not be used if more than 15 months has elapsed since last
calibration or recertification.
5.2. Retain certificates of calibration, including date of calibration, with instruments and in
appropriate Operations office file. A copy will be forwarded to the Measurement and Automation
Coordinator that includes the name of the assigned technician and Operations Center.
2. Recommend adding a mechanism to ensure Enbridge procedures were followed during construction.
