Please provide an electronic copy and three hard copies of Avista's Technical Reference Manual.
RESPONSE:
Avista is providing two Technical Reference Manuals as compiled by its third-party evaluator as a
result of Impact Evaluation in2}ll and20l2 progftrm years. Due to the nature and organization of
the spreadsheets, providing complete hardcopies is a challenge, though summary pages will be
provided as requested.
As Avista is guided through the energy efficiency evaluation process by its Advisory Group and
the Commissions, there has been a reduced emphasis on a Technical Reference Manual as a
standalone working document, instead relying on the measure and unit energy savings library
provided by the Regional Technical Forum.

Please explain why Avista does not track the Residential New Construction program separately
from the Residential Home Improvement program.
RESPONSE:
Avista does track the Residential New Construction progrnm separately from the Residential
Home Improvement program. ln 2012, Avista added enhancements, as part of a process
improvement effort to the residential database to begin tracking the program separately for
evaluation purposes only. However, there are common measures between the two programs that
have the same unit energy savings and are reported at the measure level regardless of the housing
type. Measures such as insulation and electric to natural gas conversions are unique to the home
improvement program. High effrciency measures (whether replace upon bumout or new
construction) are compared to current baseline standards and are the same for both progftrms.
