SUBJECT: IN THE MATTER OF THE APPLICATION OF IDAHO POWER
COMPANY FOR AUTHORITY TO INCREASE ITS RATES FOR
ELECTRIC SERVICE TO RECOVER COSTS ASSOCIATED WITH THE
HELLS CANYON COMPLEX RELICENSING PROJECT; CASE NO. IPC-
E-25-13.
BACKGROUND
On March 14, 2025, Idaho Power Company ("Company") filed an Application requesting
authority to adjust customer rates by $29,708,787 to recover incremental Allowance for Funds
Used During Construction("AFUDC")costs associated with the Hells Canyon Complex("HCC")
relicensing project. The request was contingent upon the outcome of the Power Cost Adjustment
update filed April 15, 2025, and proposed a June 1, 2025, effective date.
On September 26, 2025, the Commission issued Order No. 36775 approving the
Company's request to increase rates by $29,708,787 to recover incremental AFUDC costs
associated with the HCC relicensing project. The Commission directed the Company to submit
conforming tariffs within 30 days of the order date.
On October 1, 2025, the Company filed a conforming tariff reflecting the rates approved
in Order No. 36775. Staff reviewed the tariff and confirms that it complies with Order No. 36775.
In addition, the compliance filing included a proposed tariff for Case No. IPC-E-25-15 — the
Company's First Annual Update to the Export Credit Rate for Non-Legacy On-Site Generation
Customers, Order No. 36785, which will be addressed in a separate decision memo.

Staff recommends the Commission approve the Company's tariff submitted on October 1,
2025, with an effective date of October 1, 2025.
