SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S APPLICATION FOR
APPROVAL OR REJECTION OF AN ENERGY SALES AGREEMENT
WITH NORTH SIDE ENERGY COMPANY, INC. FOR THE SALE AND
PURCHASE OF ELECTRIC ENERGY FROM THE HAZELTON A HYDRO
PROJECT; CASE NO. IPC-E-25-30.
On September 24, 2025, Idaho Power Company ("Company"), applied for approval of an
Energy Sales Agreement ("ESA" or "Agreement") between Idaho Power and North Side Energy
Company, Inc. ("Seller"). Under the Agreement, the Seller would provide, and Idaho Power would
purchase, electricity generated by the Hazelton A Hydro Project ("Project" or "Facility") a
PURPA-qualified facility located in Jerome County, Idaho. The Company further requests that all
payments the Company makes to the Seller for purchases of electric energy generated by the
Facility will be allowed as prudently incurred expenses for ratemaking purposes and that this
matter be processed via Modified Procedure.
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application and Notice of Modified
Procedure establishing a 21-day public comment deadline, and a 28-day Company reply deadline.
