Re: Case No. PAC-E-25-02—Urgent Need to Protect Non-Legacy Solar Customers Dear
Commissioners, I am writing as a Rocky Mountain Power customer and homeowner who
installed rooftop solar in 2024. Like hundreds of other Idahoans, I made this investment
based on the net billing terms that were in place at the time. I financed my system with a
Long-term loan-20 years in my case—under the clear understanding that the credits for
exported energy would help offset the cost of the system.
The proposed changes in Case No. PAC-E-25-02 fundamentally alter that understanding.
Reducing the export credit rate by more than half only one year after my installation makes
the solar system far more expensive to own and undermines the financial basis on which it
was purchased. Had I known this would happen, I would not have invested more than
$50,000 in solar.
Most customers who installed after 2020 did so in good faith and with no warning that
these rates could be drastically reduced without grandfathering. It is misleading and unfair
to change the rules after such a short period—especially when the Commission recognized
the importance of grandfathering customers who installed before 2020. Those of us who
installed between 2020 and 2025 are being treated as if we had notice, but we did not.
I respectfully request that the Commission:
Extend grandfathering protections to customers who installed solar before the filing of this
case or at least before the October 1, 2025 implementation date; or
At minimum, phase in the new rates over time to allow existing customers to adjust and
recover their investment.
This would restore fairness, protect consumer trust, and ensure that Idaho continues to
support responsible, long-term investments in renewable energy.
