Residential homeowners and renters have very limited resources and are stretched already." -------------------------------------------------------------------------------------------------------- Name: Diana Nielson Submission Time: Sep 28 2025 9:OOPM Email: dlnielson75@gmail.com Telephone: 208-390-3093 Address: 22 Sagebrush Salmon , ID 83467 Name of Utility Company: Idaho power Case ID: IPC-E-25-16 Comment: "The Service Charge Fee has gone from $5.00 to $10.00 to recently$15.00 (2025) now the request for it to go to $25.00 is selfish and greedy. That is a 5 fold increase over the last several years. People on fixed incomes cannot afford this. The disconnect rate has gone up to new levels in 2020, 2023 and 2024. IdaCorp netted over$298 Million in 2024. My old service fee from August 2023 was$5.00. Google said IDPower had 650,000 customers x$10.00 is $6.5 million dollars if they only each have 1 meter. I also got dinged $30.00 on my irrigation. Now the funding of the SWIP N line: the FERC from Idaho PWR was denied, says rate payers can't be billed for it. Great Basin Transmission had their FERC denied also.Yet LS Power says NV rate payers have been over billed $640 million in a 2021-22 report I acquired. NV Energy also has to refund recently an additional$32million and have had the Green Link Transmission line installation halted for misleading plans. These are all the same players working with CAISO. When Idaho Power sold the ROW to LS Power our state still had regulated transmission. Now it's deregulated transmission and pretty much functioning as a monopoly in distribution and wanting the customers to foot the infrastructure . At 1 Rogerson Idaho in the P&Z meetings Duke Energy Paid Idaho Power to build the transmission lines, connector, substation, and BESS. Then mentioned Idaho Power would purchase these from Duke Energy( project names Jackpot Solar and Franklin Solar). The PURPA for this was approved Dec 2019 to purchase the Solar from these projects. This Purpa wast approved before all of the CUP's were applied for or approved. LS Power and Duke Energy co mingled/bought out divisions (for lack of better wording) as companies. What PPA's did this Solar project fulfill? Who is paying for the huge build up at MidPoint Substation? Why are they installing so much BESS there. Bess are very expensive. I know LS Power was paying for part of the build up for the now Defunct Lava Ridge Wind Turbine Project. Has Idaho Power declared this income? . Who is backing a SMR for this same area using the EIS from Lava Ridge for reference. So it's a given LSPower is and CAISO. So is Idaho Power involved? Recently Jerome County has been a target to approve the CUP's required while the CUP to cross Twin Falls County is being ignored and CUP for Cassia County has not been applied for yet. A lot of putting the Cart Before the Horse. Then we have mines needing infrastructure build up. Is that included in this $199 million Increase? Perpetua Resources will need infrastructure. A Bill Gates Backed Project. Then we have Gateway West entering this same Midpoint Substation. Is that project helping pay for the buildup? We have the same players RMP, Pacificorp, Idaho Power then add in the CAISO influence adding in more to the mix. All wanting a piece of the $$ pie with the rate and tax The Service Charge Fee has gone from $5.00 to $10.00 to recently$15.00 (2025) now the request for it to go to$25.00 is selfish and greedy. That is a 5 fold increase over the last several years. People on fixed incomes cannot afford this. The disconnect rate has gone up to new levels in 2020, 2023 and 2024. NV Energy also has to refund recently an addi dollars. The Midpoint Substation is a huge target for terrorism. It would shut down most of the western states. The globalist investors have bought up farms all along the Gateway West and West Wide Corridors. All wanting to build projects to wheel power to areas of need. I hope my prophecy is unfulfilled. Then we have PPA's for wind projects with Idaho Power from Wyoming that aren't even built yet. Jackalope Wind contracted for 35 years. Sound like they are waiting for a change in administration. Same players NexEra that Have sold Arco Wind before it's built. Idaho does not want to be used as a transmission line criss crossed, abused state like Wyoming for the benefit of ISO's like CAISO and populated areas. California has destroyed 2 much of their state and wants our water. The SWIP N will directly connect Idaho to California and southern Nevada to suck our states rate payers dry. We have Oklo breaking ground at INL. The micro reactor Aalto is still being planned for a possibility for Idaho Falls Power. The SMR's need built closer to the need. Then all the transmission lines would not be needed. CAISO can get their power closer to home. -------------------------------------------------------------------------------------------------------- 3
