On September 15, 2025, Avista Corporation d/b/a Avista Utilities ("Avista") moved the
Idaho Public Utilities Commission("Commission"),under Commission Rule of Procedure 43.03'
and Idaho Bar Commission Rule("IBCR")227, for an Order approving the limited admission,pro
hac vice, of Eric B. Langley in this case. The Motion was signed and attested to by local counsel
David J. Meyer(Idaho State Bar License No. 8317).
In the Motion, Mr. Langley certifies that he is an active member in good standing with the
Alabama State Bar, and that he maintains the regular practice of law in Birmingham,Alabama. He
further declares that he is not an Idaho resident or licensed to practice law in Idaho.
Mr. Langley and Mr. Meyer certify that a copy of the Motion has been served on all other
parties to this case, and that a copy of the Motion, accompanied by a $325 fee and certificate of
good standing, have been submitted to the Idaho State Bar. Mr. Meyer acknowledges that his
attendance shall be required at all Commission proceedings in which Mr. Langley appears,unless
specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules, including
IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Mr. Langley and Mr.Meyer,we find
that reasonable grounds have been demonstrated to justify the granting of limited admission of Mr.
Langley as legal counsel for Avista. We further find good reason to excuse the appearance of Mr.
Meyer in further proceedings in this docket unless needed by Mr. Langley.

CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code,
Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Motion is granted; Eric B. Langley is hereby granted
limited admission as legal counsel for Avista in Case No. AVU-E-25-11.
IT IS FURTHER ORDERED that the attendance of David J. Meyer is excused from all
further proceedings in Case No. AVU-E-25-11 unless needed by Eric B. Langley.
