Dear Commission Secretary PUC,
As a home solar user, I am urging you to pursue a solar study that fairly values home and
business solar systems and ownership. There is no reason why homeowners and business
owners should be punished for creating community energy systems. They should be
incentivized and be credited with the same rate that they would normally be credited.
Customer-owned energy production benefits the community by strengthening local grids
instead of relying on long-distance power lines. More solar power means cleaner air by
displacing polluting coal and gas. Local power keeps money in our community and grows the
economy while we help Idaho Power achieve its 100% clean energy goal.
Solar is an important player in Idaho's clean energy future! We must work together to ensure
local, clean, customer-owned power is an option for all Idahoans.

Dear Commission Secretary PUC,
Solar power studies must accurately value the benefits of local clean energy production. Local,

future. As a person who has installed solar panels on both house and van, not for purposes of
saving money but for helping reduce my family's carbon footprint, I understand the value of
solar power to a community. Solar power can add substantially to our energy independence
while lowering Idaho's carbon emissions. Why would we not provide incentives for everyone
to do this ?Why would we not truly study the benefits to our community and the world, rather
than just focus on short-term impacts to the bottom line of our power companies? With so
much sun ( ie. Solar power) , why would Idaho not grasp this amazing opportunity?

Comment: "Please include me in any invitations for the public workshops. I see in the
September 17, 2021 Decision Memorandum that the commission staff will file a"framework
to study" on September 30, 2021. Will the filing be available to the public on the PUC Case
Summary web page? If not, how can I review it prior to the public workshops? Has/will Idaho
power submitted a similar filing and will it also be available?Will the study look at the net
metering adopted by other locations as models (e.g. Logan Utah"Net Metering without a
Fight" and many others)? The actual experience in other locales can inform the study of
important considerations and consequences to the program and changes. Looking at and
comparing solar payback period and other key metrics in other locations should help make
sure that Idaho does not discourage residential solar adoption in the future with its rate
changes. I would also like to see the study include the affect of the Dec 20, 2019 end of
grandfathered rates on solar installations in Idaho? Has the result has been"chilling the
market" as predicted by solar advocates?What are the impacts (environmental, economic, ...)
of this action given new rates are not expected until 2023? Should the PUC extend the
grandfathering date to encourage solar adoption in the interim? "
