SUBJECT: IN THE MATTER OF THE APPLICATION OF GEM STATE WATER
COMPANY, LLC, FOR A GENERAL RATE CASE; CASE NO. GSW-W-
24-01.
On December 27, 2024, Gem State Water Company, LLC, ("Company") filed an
application ("Application") with the Idaho Public Utilities Commission ("Commission")
requesting an Order approving revisions to the Company's schedules of rates and charges for water
service in the State of Idaho, to become effective on or after February 1, 2025.
On July 31, 2025, the Commission issued Order No. 36703, approving an annual revenue
requirement of$1,137,498. The Commission directed the Company to submit conforming tariffs
in compliance with Order No. 36703 within 30 days of the order date.
On August 22, 2025, the Company filed a conforming tariff reflecting rates approved in
Order No. 36703. Staff reviewed the tariff and noted that the Company used monthly allowance
amounts in the Contract Conditions sections of Schedules No. 1 and No. 2 that differ from
Commission authorized amounts.
On September 3, 2025, the Company filed a revised tariff, which updated monthly
allowance amounts in the Contract Conditions sections of Schedules No.1 and No. 2 to match
Commission authorized amounts. Staff reviewed the Company's revised tariff, believes the
revisions improve upon the August 22, 2025, filing, and confirmed the filing complies with Order
No. 36703.

STAFF RECOMMENDATION
Staff recommends the Commission approve the Company's tariff filed on September 3,
2025, with an effective date of August 1, 2025.
