SUBJECT: IN THE MATTER OF THE APPLICATION OF AVISTA CORPORATION
FOR THE AUTHORITY TO INCREASE ITS RATES AND CHARGES
FOR ELECTRIC AND NATURAL GAS SERVICE TO ELECTRIC AND
NAUTURAL GAS CUSTOMERS IN THE STATE OF IDAHO; CASE NOS.
AVU-E-25-01 AND AVU-G-25-01.
On January 31, 2025, Avista Corporation("Company") applied to the Idaho Public
Utilities Commission("Commission") requesting authorization to increase its rates for both
Electric and Natural Gas service ("Application"). The Company requested a Two-Year Rate
Plan with a Rate Year 1 effective date of September 1, 2025, and a Rate Year 2 effective date of
September 1, 2026.
On June 9, 2025, the Company filed a Stipulation and Settlement("Proposed
Settlement") signed by Clearwater, IFG, Walmart, the Company, and Staff—all the parties to
this case ("Signing Parties"). See IDAPA 31.01.01.056, .272, and .274. The Signing Parties
agree that the Proposed Settlement resolves the outstanding issues in this case.
On August 29, 2025, the Commission issued Order No. 36741 approving the Proposed
Settlement as filed. Order No. 36741 stated the Company shall submit copies of its proposed
tariffs, with an effective date of September 1, 2025, as a compliance filing within 14 days of the
service date of the Order.
STAFF ANALYSIS
On August 29, 2025, the Company submitted a compliance filing that included the tariffs
approved in Order No. 36741 with an effective date of September 1, 2025. Staff reviewed the

tariffs included in the Company's compliance filing and confirmed the tariffs are consistent with
the Commission's order. Staff believes the submitted filing satisfies the Commission's order.
STAFF RECOMMENDATION
Staff recommends the Commission approve the tariffs submitted on August 29, 2025, as
filed.
