IPUC inspectors Perkins and Brooks traveled to Sandpoint, Idaho to inspect field installed operating
equipment for the Avista Sandpoint inspection unit.
July 29, 2025: (2.0 Standard) (Brooks 1.0) (Perkins 1.0)
Met with Avista company representatives in the Sandpoint District Office for a briefing, reviewed welding
records, past year work orders.
Five regulator stations were inspected for relief operation, lock-up, general condition of the station
including pipe-to-soil wrap, and cathodic protection. Three rectifiers, five carver-to-casings, one patrol and
fifteen valves were also inspected.
Wrote inspection report, completed audit forms: PHMSA IA question set with OQ protocol 9,
IPUC Form 1, Post-Inspection Preliminary Written Findings and attached inspection documents.
Discrepancies:
Low CP read on reg station 206 due to rectifier being shutoff the day before at the request of Trans Canada
Pipeline for testing purposes and not being turned back on until low CP discovery.
