This virtual review was coordinated in collaboration with regulatory representatives from the states of Utah and Wyoming, ensuring a comprehensive multi jurisdictional February 20, 2025: (1.0 Standard Prep)(BP) Prepared for Enbridge Drug and Alcohol program as well as the Operator Qualification(OQ)program through review of PHMSA IA question sets,2023 Drug and Alcohol Plan and 2024 OQ Program Plan. February 25-26, 2025: (2.0 Standard-BP)(1.5 Standard-MG) During the recent inspection conducted by IPUC inspectors Perkins and Galli, which included a review of the Drug and Alcohol Program as well as the Operator Qualification(OQ) audit, the following areas were identified for improvement: -Per 49 CFR §192.805(f), operators must communicate changes that affect covered tasks to individuals performing those tasks. -Medium-impact changes may include updates to administrative procedures, evaluation methods, company policies, or other programmatic elements that influence implementation. While such changes do not require retraining or reevaluation of qualified personnel,they must be documented and communicated prior to implementation. -Enbridge was unable to provide records showing documented notification or sign-off sheets for medium-impact changes. -There was no clear evidence that affected individuals received or acknowledged these changes, which could lead to compliance gaps. -IPUC personnel questioned the classification of certain changes under the"Low Impact"rating and asked that they be reevaluated. February 26, 2025: (0.5 Standard post-MG) Wrote the inspection report, completed audit forms: PHMSA IA question set, IPUC Forms 1,Post-Inspection Written Preliminary Findings and attached inspection documents.
