PAC-E-25-17 POWER'S APPLICATION TO INCREASE ) THE BPA REP CREDIT EFFECTIVE ) NOTICE OF APPLICATION OCTOBER 2025 THROUGH SEPTEMBER ) 2028 ) NOTICE OF MODIFIED PROCEDURE ORDER NO. 36748 On August 27, 2025, Rocky Mountain Power, a division of PacifiCorp ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting to increase the Bonneville Power Administration's ("BPA") residential and small farm credit. The Company requested an October 1, 2025, effective date. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company is requesting the Commission issue an order approving an update to Electric Service Schedule No. 34 — Pacific Northwest Electric Power Planning and Conservation Act Residential and Farm Kilowatt-Hour ("kWh") Credit ("Schedule 34"). The proposed credit would be $0.012545 per kWh for rate schedules 1, 6A, 7A, 10, 23A, 35A, and 36 effective October 1, 2025, through September 30, 2028. Application at 6. YOU ARE FURTHER NOTIFIED that the current Schedule 34 credit is 0.007376 per kWh.Id. at 3-4. YOU ARE FURTHER NOTIFIED that the Company states that the net average of the Company's fiscal year 2026 through 2028 allocation of the BPA Residential Exchange Program ("REP") credit with current balance adjustments increased approximately $39.7 million, from the current annual level of$72.5 million to $112.2 million from October 1, 2025 through September 30,2028.Id. at 4. The Company further states that Idaho's share of the Company's REP allocation increased from 10.94% to 11.65%, and that the annual average BPA REP credit available to qualifying Idaho customers from October 1, 2025, through September 30, 2028, is $13.1 million per year.Id. YOU ARE FURTHER NOTIFIED that the Application and supporting documents are available for public inspection during regular business hours at the Commission's office. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons who would like a hearing must specifically request a hearing in their written comments and explain why written comments alone are insufficient. Persons interested in filing written comments, must do so within 21 days of the service date of this Order. Comments must be filed through the Commission's website or by e-mail unless computer access is unavailable. ORDER IT IS HEREBY ORDERED that this Application be processed under Modified Procedure. Persons interested in submitting written comments must do so within 21 days of the service date of this Order. The Company must file any reply comments within 23 days of the service date of this Order. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary.See Rule 14.02.
