They are the ones receiving the write-offs on taxes for bringing job growth but also the ones that will be utilizing a much larger share of the power needed to operate. And with our own Idaho government shutting down the Lava Ridge project and preventing other alternatives to the power grid while our climate continues to change causing unusual warmth and cold temperatures throughout the seasons creating a larger increased demand on power resources. Idaho Power should lean back on the State of Idaho to shoulder some of the increased costs which should not be burdened on the individual homeowners who utilize Less than 1/3 of the power resources. There are 17 air conditioner units on the Scheels' building; so I can't imagine what it takes to climate control Micron, HP, Amazon and the newest Meta Data Centers but I bet Idaho citizens would like to know the percentage of their power burden that is being funded by their monthly payments versus corporations; especially when many of our schools like Boise High, Garfield Elementary and Jefferson Elementary barely have the capacity with budgets being cut to keep temperatures acceptable for human welfare. Idaho Power seeks an additional$199.1 million in Idaho revenue (net of a $46.8 million PCA decrease), which equates to a 13.09% increase to adjusted base revenues overall. As proposed, residential customers (Schedules 1, 3, 5, and 6)would see an overall 17.02% increase, including a hike in the monthly service charge from $15 to $25. IPUC This proposal is not just and reasonable for several reasons: Disproportionate impact on residential customers and low-usage households. A 17% class-level increase exceeds the overall 13% request and would shift more recovery onto households, many of whom are already strained by housing, food, and healthcare costs. Raising the fixed "Service Charge" by 67% (from $15 to $25) ensures customers pay much more each month before using a single kilowatt-hour, which is especially punitive for seniors, renters, small apartments, and energy-conscious families. Fixed-charge heavy rate design contradicts long-standing regulatory principles that encourage efficiency and give customers control over bills through usage choices. 3 IPUC Idaho Power Weakens price signals for conservation and demand management. By moving recovery from volumetric energy charges to a higher fixed charge, Idaho Power blunts the incentive to conserve or adopt efficiency measures. The Company acknowledges it will"reduce the differentials" in the Schedule 1 tiered energy blocks rather than strengthen them—further eroding conservation signals. If new infrastructure investment is driven by peak and growth pressures, rates should sharpen time- and usage-based signals, not mute them with larger unavoidable charges. IPUC Return and capital proposals require closer scrutiny before burdening households. The application is based on an overall rate of return of 7.818%, a capital structure of 51% equity /49% debt, and 10.40% ROE. In today's environment, the Commission should carefully test whether this ROE, the capital mix, and embedded costs are aligned with current market conditions and actual risks borne by customers who guarantee cost recovery. Approving these parameters without adjustment would lock in higher revenue requirements for years. IPUC Layering of trackers and deferrals shifts risk away from the Company. Idaho Power asks to establish a tracker for incremental depreciation and interest starting January 1, 2026; continue deferrals for wildfire mitigation and insurance above a base level; designate additional ADITC for accelerated amortization (with a $75 million annual cap); and update Valmy and Bridger recovery mechanisms. Each mechanism reduces business risk and can compound bill impacts. Before adding or expanding trackers, the Commission should first reduce fixed charges and ROE to reflect the lower risk profile these guarantees create. IPUC Better alternatives exist. If the Commission determines additional revenue is warranted, please: (a) reject the fixed charge increase and collect more through energy- and time- based rates that customers can manage; (b) maintain or strengthen inclining blocks and optional TOU with robust bill protection; and (c) condition any increase on updated efficiency, demand response, and low-income protections so residential customers— especially low-usage and vulnerable households—are not unfairly impacted. IPUC For these reasons, I urge the Commission to deny or significantly scale back Idaho Power's requested residential increase, reject the $25 service charge, and adopt rate design changes that preserve affordability and strengthen conservation signals. A fewyears ago my power bill in the summer was $5. 1 was producing enough power and then some to support my family. Now i pay more when i use power in a certain timeframe. I work like most people. U need to lower the charges for those with solar panels.We are helping not use as much power as the rest of the people around. Every time, its to "improve customer service, upgrade our company, expand our company, etc....:' We are tired of being forced to pay more for the same treatment, while Idaho power is making more money,year after year. And to top it off, they make more power than we can use in Idaho. Then they charge even more for sending it out of state and they still claim it isnt enough. Daily expenses are already high enough. If this is approved, it will be remembered that you were complicit in raising the living expenses of the residents of Idaho. It is too much on the consumer, it will cause undo hardship for many people. I understand the need to maintain and improve the infrastructure of the power grid. I also understand the need for more solar and wind operations to reduce our energy independence. I did not see anywhere in the proposal where they were expanding other energy resource supplies, ie: wind and solar. For residential customers this is a 17.35% increase. That is unacceptable on the general consumer. I feel this rate increase should not be granted. Perhaps a lesser amount, but, this is too high without what I feel is good justification. Idaho Power seeks an additional$199.1 million in Idaho revenue (net of a $46.8 million PCA decrease), which equates to a 13.09% increase to adjusted base revenues overall. As proposed, residential customers (Schedules 1, 3, 5, and 6)would see an overall 17.02% increase, including a hike in the monthly service charge from $15 to $25. IPUC 19 This proposal is not just and reasonable for several reasons: Disproportionate impact on residential customers and low-usage households. A 17% class-level increase exceeds the overall 13% request and would shift more recovery onto households, many of whom are already strained by housing, food, and healthcare costs. Raising the fixed "Service Charge" by 67% (from $15 to $25) ensures customers pay much more each month before using a single kilowatt-hour, which is especially punitive for seniors, renters, small apartments, and energy-conscious families. Fixed-charge heavy rate design contradicts long-standing regulatory principles that encourage efficiency and give customers control over bills through usage choices. IPUCIdaho Power Weakens price signals for conservation and demand management. By moving recovery from volumetric energy charges to a higher fixed charge, Idaho Power blunts the incentive to conserve or adopt efficiency measures. The Company acknowledges it will"reduce the differentials" in the Schedule 1 tiered energy blocks rather than strengthen them—further eroding conservation signals. If new infrastructure investment is driven by peak and growth pressures, rates should sharpen time- and usage-based signals, not mute them with larger unavoidable charges. IPUC Return and capital proposals require closer scrutiny before burdening households. The application is based on an overall rate of return of 7.818%, a capital structure of 51% equity /49% debt, and 10.40% ROE. In today's environment, the Commission should carefully test whether this ROE, the capital mix, and embedded costs are aligned with current market conditions and actual risks borne by customers who guarantee cost recovery. Approving these parameters without adjustment would lock in higher revenue requirements for years. IPUC Layering of trackers and deferrals shifts risk away from the Company. Idaho Power asks to establish a tracker for incremental depreciation and interest starting January 1, 2026; continue deferrals for wildfire mitigation and insurance above a base level; designate additional ADITC for accelerated amortization (with a $75 million annual cap); and update Valmy and Bridger recovery mechanisms. Each mechanism reduces business risk and can compound bill impacts. Before adding or expanding trackers, the Commission should first reduce fixed charges and ROE to reflect the lower risk profile these guarantees create. IPUC Better alternatives exist. If the Commission determines additional revenue is warranted, please: (a) reject the fixed charge increase and collect more through energy- and time- based rates that customers can manage; (b) maintain or strengthen inclining blocks and optional TOU with robust bill protection; and (c) condition any increase on updated efficiency, demand response, and low-income protections so residential customers— especially low-usage and vulnerable households—are not unfairly impacted. IPUC 20 For these reasons, I urge the Commission to deny or significantly scale back Idaho Power's requested residential increase, reject the $25 service charge, and adopt rate design changes that preserve affordability and strengthen conservation signals.
