Comment: "I ran some numbers in an attempt to illustrate the effect of the proposed residential
fixed service charge. Assuming a 30-day billing period during non-summer months and using the
proposed rates and increased fixed service charge, a customer using 100 kwh per day will pay a
total bill of$340.67 which is an effective rate of about 11.4 cents per kwh. Another customer using
10 kwh per day will pay a total bill of$55.39 which is an effective rate of about 18.5 cents per
kwh. That's a 62% higher effective rate for the second customer.
Let's assume the first customer is someone of greater financial means with a large house, and little
or no concern for our natural resources,who turns up the thermostat to 80 in the winter while the
second customer has lesser financial means, a smaller house, and works hard to minimize usage
by turning the thermostat down to 60 and bundling up in extra layers of clothing. Their reward is to
pay an effective rate per kwh that is more than 60% higher.
Idaho Power's term for this 60% higher rate for the customer who is 10 times more frugal with their
usage of our precious natural resources is"equity". But then,we're not really talking about
equitable treatment of customers but rather we're warping the concept to mean customers treating
Idaho Power"equitably" by paying more for less. Let's be careful when using the term "equity" or it
might end up having a more negative connotation that it already has.

Comment: "Re: Idaho Power's proposed rate increase. I am NOT in favor.They have increased our
rates multiple times each year and it's got to stop! I conserve energy and electricity as much as
humanly possible and the rates are becoming unaffordable for many who are single and just barely
making it.They should only increase the rates for the large Tech companies (Micron, Meta, etc)who
use a large percentage of electricity. Home owners should not be made to share the cost of the
astronomical amount of electricity these companies use, and will use in the future.They should pay
for these projects, not us. "
