AVU-E-25-07 CORPORATION'S POWER COST ) ADJUSTMENT (PCA) ANNUAL RATE ) NOTICE OF APPLICATION ADJUSTMENT FILING ) NOTICE OF MODIFIED PROCEDURE ORDER NO. 36726 On July 31, 2025, Avista Corporation ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting approval of recovery of power costs deferred for the period July 1,2024 through June 30,2025, and approving a power cost adjustment("PCA")rebate of 0.3010 per kilowatt-hour ("kWh") to be effective October 1, 2025 ("Application"). If the new PCA rates are approved as filed, an average residential customer using 939 kWh of electricity a month would expect their monthly bill to decrease by$0.51, or about 0.5 percent. With this Order, the Commission provides notice of the Company's Application and orders that the Application be processed under Modified Procedure. BACKGROUND The PCA is a mechanism that monitors changes in revenues and costs associated with hydroelectric generation, secondary prices, thermal fuel costs, and changes in revenues and expenses from power contracts. The present PCA rebate rate is 0.2460 per kWh, based on an overall rebate of approximately $7.9 million, which was approved by the Commission in Order Nos. 36339 and 36376, dated October 1, 2024 and October 30, 2024, respectively, and is effective October 1, 2024, through September 30, 2025.1 NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company represents that the proposed PCA rate adjustment of 0.3010 per kilowatt-hour would return approximately $9.6 million to customers effective October 1, 2025. Id. at 3. The Company states that the proposed rebate is mainly due to power supply costs that were lower than those included in retail rates because of lower wholesale ' The Company's Application states Order Nos. 36339 and 36294 were the orders setting the current electric FCA rates.Application at 3. The net effect of the expiring rebate rates and the proposed rebate rates effective from October 1, 2025 through September 30 2026 is an overall decrease in revenue of approximately 0.5 percent, or$1.756 million. Id. at 3, 5. YOU ARE FURTHER NOTIFIED that the Application is available for public inspection during regular business hours at the Commission's office. The Application is also available on the Commission's website at www.puc.idaho.gov. Click on the "ELECTRIC" icon, select "Open Cases," and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons who would like a hearing must specifically request a hearing in their written comments and explain why written comments alone are insufficient. Persons interested in filing written comments, must do so by September 12, 2025. Comments must be filed through the Commission's website or by e-mail unless computer access is unavailable.
