TERRITORY AGREEMENT BETWEEN
THE APPLICANTS
Pursuant to I.B.C.R. 227, the undersigned counsel petition the court for admission of
Andrew P. Moratzka, pro hac vice, in this case.
Andrew P. Moratzka certifies that he is an active member, in good standing, of the bar of
Minnesota, that he maintains the regular practice of law at the above-noted address, and that he is
not a resident of the State of Idaho or licensed to practice in Idaho. Andrew P. Moratzka certifies
that he has previously been admitted under I.B.C.R. 227. Admission was granted on March 10,
2023, Order No. 35703,before the Idaho Public Utilities Commission in Case Nos. AVU-E-23-01
and AVU-G-23-01, and on March 5, 2025, Order No. 36488 before the Idaho Public Utilities
Commission in Case Nos. AVU-E-25-01 and AVU-G-25-01. Admission was also granted on July

24, 2023, in the District Court of the First Judicial District of the State of Idaho, in and for the
County of Boundary in Case No. CV11-23-0271. Andrew P. Moratzka will be appearing in front
of the following cases before the Idaho Public Utilities Commission: C 10-E-25-01.
Undersigned counsel certify that a copy of this motion has been served on all other parties
in this case and that a copy of the motion, accompanied by a $325 fee and a certificate of good
standing, will be submitted to the Idaho State Bar.
Counsel certify that the above information is true to the best of their knowledge. W.
Christopher Pooser acknowledges that his attendance shall be required at all Commission
proceedings in which Andrew P. Moratzka appears, unless specifically excused by the
