ROCKY MOUNTAIN POWER/ PACIFICORP is attempting to unlawfully install a"Smart Meter" on
the private home on the real property of: Randy-Dean: Petersen©and : Leisa-Marie: Petersen@
North American's, against their will and without their consent; associated with ensign-ed-paper
terrorism, unrelenting harassment,gaslighting and trespass without proving any valid authority.
The smart meter is not just a danger and risk to our health, it also comes with severe safety and
privacy issues. Smart meters are known to cause fires.They have become notorious for
exploding and causing house fires; PacifiCorp has recently faced significant financial challenges
stemming from liabilities associated with fires/wildfires in its service territories and continues to
face ongoing lawsuits and the potential for billions more in damages related to fires and wildfires.

The foregoing is public knowledge. EMF electrical consultant Cindy Sage explains that smart
meters can create an over current condition on the wiring and produce heat that the neutral cannot
properly handle;which has and can lead to fires. This stress on the wiring is caused by the short,
intense burst of very high intensity radio frequency emissions which can spike the voltage too high.
Hundreds of thousands of smart meters have been replaced either because of an actual explosion
or fire caused by the meter that are suspected to be defective and unsafe.
The smart meter generates an enormous amount of what is known as"voltage transients" "line
noise" known as dirty electricity that can have devastating health effects; proven by scientists,
scientific publications,health professionals and directors of safety technology:these hazards
include increased cancer risk, cellular stress, increase in harmful free radicals, genetic damages,
structural functional changes of the reproductive system, learning and memory deficits, neuro-
logical disorders, negative impacts on well-being in humans, harmful effects to plant&animal life;

When challenged,those posing as government officers,officials,agents,agencies,etc.are
required to affirmatively prove whatever authority they claim. In the absence of proof,they may
(must) be held personalty accountable for loss, injury and damages.See particularly,title 26 united
states code(herein"USC")§7804(b),now published in notes following§7801. Per 26 USC§
7214(a), if and when officer,agent, agency,attorney,judge etc.exceed authority prescribed by law,

ROCKY MOUNTAIN POWER, PACIFICORP have NOT proven any valid authority in their FINAL
NOTICE Advertisement to Terminate the power(to the private real property held in"fee simple
title")because of: Randy-Dean: Petersen'sC refusal to allow them to install a"smart meter"proven
to cause health,safety and security hazards;or in 5 different demands delivered from 2022 to 2025.
On 01/18/2022, IRS Forms 8822 were deposited with the United States Postal Service, in its
capacity as universal receiver of process for the United States, informing the Regional States of
Idaho State Regional Office, Department of the Treasury Internal Revenue Service Ogden UT 84201-
0023,that the U.S. Citizens/Individuals RANDY DEAN PETERSEN; ET ALIA(Randy Petersen);
LEISA MARIE PERRY NEE' PETERSEN; ET ALIA were repatriated/deported backto their place
of origin and are now domiciled at the U.S. Department of the Treasury 1500 Pennsylvania Avenue
NW Washing-ton, D.C., U.S., 20220,and the master files were procedurally updated;these
receipts were already delivered and will be made available in a court of lawful jurisdiction.
Repatriation is the process of returning an asset, an item of symbolic value or a"person"—voluntarily or
forcibly—to its owner or their place of origin or citizenship_The term may refer to non-human entities,such
as converting a foreign currency into the currency of one's own country,as well as to the process of returning
military personnel to their place of origin following a war_It also applies to diplomatic envoys, international
officials, as well as; expatriates and migrants in time of international crisis, such as the bankrupt status of
the corporate United States. For refugees,asylum seekers and illegal migrants,repatriation can mean either
voluntary return or deportation. Said repatriation created an estoppel against the State(s) of Idaho from

Disregarding the"tax exemption" status ROCKY MOUNTAIN POWER/PACIFICORP mailed the
FINAL NOTICE: Required Access for Meter Upgrade at 336 North 100 West, Downey, Idaho, Final
Notice of Termination of Electrical Service on 08/08/2025,and received 08/11/2025;And then
trespassed onto the private real property of I, : Randy-Dean: Petersen@ North American,the same
day,without my consent and placed the FINAL NOTICE inside the front door to my private home;
and is considered paper terrorism, unrelenting harassment,gaslighting and trespass to BULLY the
attempted installation of the"smart meter"(with all of it's proven hazards)without.proving any
vathdauthoft:And then trespassed again in further harassment on Wednesday,08/13/2025.
I, : Randy-Dean: PetersenC I : Leisa-Marie: Petersen© North American's DO NOT CONSENT to have
a "smart meter" installed on our private home located on private real property on sovereign North
American land. Bankrupt STATE OF IDAHO/UTAH,State of Idaho/Utah or state for Idaho/Utah
has NO usufruct authority to authorize any licensing;and licensing does NOT allow any criminal
trespass or other criminal behavior or authorization to commit a crime(s) or exceed extraterritorial
jurisdiction. Consequently,the United States and STATE OF IDAHO/UTAH,State of Idaho/Utah,
state for Idaho 1 Utah,is estopped from issuing licenses involving my tradename/copyright.
The purported diplomatic protection or qualified immunity that was promulgated by the Interna-
tional Law Commission cannot grant anyone immunity from prosecution for a felony crime, and
Article 3 g 3 of the U.S.Constitution,which states that attainders for treason do not give rise to
posthumous forfeiture,or"corruption of blood",cannot exempt anyone for acts of treason. In short,
such alleged entitled protections holds no lawful force or effect;there is no Longer any immunity
from intentional tort causes of actions.
A tort is an act or"omission"that gives rise to injury or harm to another and amounts to a
civil wrong for which courts of record impose liability. In the context of torts,
"injury" describes the invasion of any legal right,whereas"harm"describes a loss
or detriment in fact that an individual or natural person suffers.
A statute is not law.A statute is an act and the written will of the legislature,solemnly expressed
according to the forms prescribed in the constitution or by laws. See Flournoy v. First Nat. Bank of
Shreveport, 197 La. 1067.3 So.2d 244 248. In other words statutory law is consent based law; one
must consent. I, : Randy-Dean: Petersen®North American, DO NOT CONSENT to the installation
of a smart meter on my private home on my real property;and I DO NOT CONSENTto the statues
rules and codes summarized in ROCKY MOUNTAIN POWER PACIFICORP'S FINAL NOTICE. And
Administrative Law does not apply to the general public as follows;

United States Supreme Court Ruling:West Virginia, et at v. EPA, et al- Docket#20-1530; Decided:
June 30, 2022; reiterates the findings of the Tennessee Supreme Court in Norton v Shelby of almost
a century ago,which categorically stated; Administrative Law does not applv#o tie_Genera
Public. In fact,the Internal Revenue Code --- (IRC)has also been thrown out in its entirety by the
U.S. Supreme Court in the same case.
A"Perfect Title"is superior-fee simple absolute; is also known as good title or clear title;that is
held in"fee simple absolute"and is legallyvatid and effective free from encumbrances,burdens or
any other limitations. A"Perfect Title"is a legal right that gives the owner complete control and
disposal of a property without any legal limitations or encumbrances.When someone owns
property in"superior fee simple"they have the highest form of ownership possible;We, : Randy-
Dean: Petersen©and : Leisa-Marie: Petersen© own our private real property in"perfect title
superior fee simple".The Bannock County Clerk was served notice to immediately deregister our
private real property from any and all association with the City of Downey;et alia's, private foreign
network,nunc pro tunc.The municipal government has no authority to use our private real property
for it's municipal bonds;thereby the bankrupt STATE OF IDAHO/State of Idaho, state of Idaho, have
no usufruct or licensing authority over our private real property; and anyone trespassing will be held
Liable to the highest federal authorities without immunity. Extraterritorial law enforcement activities
that are authorized by domestic law are not barred even if they contravene unexecuted treaties or
treaty provisions, such as Article 2(4)of the United Nations Charter.
The Federal Bureau of Investigation is the Federal Police or FBI Police-Authority of the Federal
Bureau of Investigation to Override International Law In Extraterritorial Law Enforcement Activities
At the direction of the U.S. President or the U.S. Attorneys General,the Federal Bureau of Investiga-
tion (FBI) may use its statutory authority to investigate and arrest"individuals"for violating United
States law, even if the FBI's actions contravene customary international law.
The President, acting through the U.S.Attorneys General, has the inherent constitutional authority
to deploy the FBI to investigate and arrest individuals for violating United States law; even if those
actions contravene customary international law.
Extraterritorial law enforcement activities that are authorized by domestic law are not barred even if
they contravene unexecuted treaties or treaty provisions, such as Article 2(4)of the United Nations
Charter. Due to the threats against our safety and lives summarized herein;and the fact that this is
a matter for the federal government and federal agencies and may be considered tax fraud against
the federal government;we respectfully demand the Federal Police,FBI Police step in and fully
investigate the actions and business practices of ROCKY MOUNTAIN POWER, PACIFICORP
and their private-investor owned corporations,and the individuals and officials involved:in
addition to the federal government agencies investigation into ROCKY MOUNTAIN POWER,
PACIFICORP;and put an end to the corporate abuse,threats, and harm against 1, : Randy-Dean:
Petersen©and I, : Leisa-Marie: Petersen©North American's; natural living people, and against our
family, our unalienable rights, our(North)American Bill of Rights, and our common law rights.
Conspiracy to defeat enforcement of the laws: If two or more persons in any state or Territory
conspire for the purpose of impeding, hindering, obstructing, or defeating, in any manner,the due
course of justice in any State or Territory, with intent to deny to any citizen the equal protection of
the laws, or to injure him or his property for lawfully enforcing, or attempting to enforce,the right of
any person, or class of persons,to the equal protection of the laws,each of such persons shall be

punished by a fine of not[ess than five hundred nor more than five thousand dollars, or by
imprisonment,with or without hard labor, not less than six months nor more than sixyears, or by
both such fine and Imprisonment; In any conspiracy against and/or evasion of the public law.
As was stated in the case Ex parte Milligan, all involved parties, are now being called forth in their
private capacities, to answer for their licentious actions and behavior before a lawful court of
justice, at which time all non-state actors, "doing business as", will be called upon to present their
insurance documentation(s)that was used to initiate this extraterritorial libel action.
"The permission, by competent authority to do an act which without permission,would be illegal,a
trespass, or a tort."People vs. Henderson, 218 NW.2d 2, 4. "To take away all remedy for the
enforcement of a right is to take away the right itself. But that is not within the power of the State."

Plenary License or A License to Steal: A "license" is permission granted by a qualified authority
permitting a licensee to do something that would otherwise be prohibited, i.e., unlawful. With
respect to real property, a"license" is permission to enter or use land or property owned by another
in a manner that would otherwise constitute a trespass.A license to use or enter another's land may
be either express, e.g.,having an address in the District of Columbia, United States,or implied, e.g.,
via easements.The bottom line is that registration and or licensing in the District of Columbia (there
is no District of Columbia)US orthe UN/United Nations;does not grant any specialdispensations
in the union of states, or on our private real property on sovereign North American land.
In this matter for the safety and protection of I, : Randy-Dean: Petersen©and I, : Leisa-Marie:
Petersen© North Americans, and our precious family, our children, grandchildren for our very lives:
We DO NOT CONSENT to be bullied, harassed, threatened or forced into the attempted installation
of a SMART METER on to our private home on our private real property on sovereign North American
Land;or to be threatened and punished further by having our power"turned off"because we do NOT
CONSENT to the installation of a smart meter and the proven known hazards caused by smart
meters: And without any proven authority by ROCKY MOUNTAIN POWER, PACIFICORP; attempting
to force it upon us:WE DO NOT CONSENT: and by trespassing on the copyright/trademark to my
name using a variation of the name (that is NOT I, : Randy-Dean: Petersen©North American)but
the name Randy Peterson an instrument of the federal government that has been deported/repatri-
ated back to the federal government; and that was mailed to the HUD/CDP Terminated Address/
Lease that i.s considered mail fraud.
■ And further, ROCKY MOUNTAIN POWER, PACIFICORP ignoring the proven facts that we are
TAX EXEMPT! And that All public utility corporations, water, gas, electric, telephone
matters — are a tax matter! And the instruments of the federal government were
deported/repatriated back to the federal government:that cannot be taxed by a state!
Either the administrative state is not updating their master files to comply with the Federal
Government's Master Files, or they are knowingly making a fraudulent tax claims against the
Federal Government and the U.S. State government for their own self-enrichment, or both, which is
considered tax fraud against the Federal Government.
And in conclusion:As proven and summarized herein this Complaint and Due Process Notice:
Statutory law,statutes and codes(rules), is consent based law: and we DO NOT CONSENTtothe
statutes, codes, rules summarized in the FINAL NOTICE as they do NOT applyto North Americans.
And to the fact that`ADMINISTRATIVE LAW'does NOT apply to the general public as proven herein.

This is an IDAHO PUBLIC UTILITY COMMISSION FORMAL COMPLAINT: To the Commissioners:
Edward Lodge,John R. Hammond,Jr., Dayne Hardie:We require yourfull attention and investigation
into this serious matter to prevent further invasion, harm and damage:The issue at hand is does the
private-investor utility company ROCKY MOUNTAIN POWER, PACIFICORP corporations have the
authority to force the installation of smart meters (that are proven to threaten safety, health and
security) onto private North American's private homes on private real property,that are tax exempt
and not subject to the statutes, codes and rules cited in the FINAL NOTICE: Required Access for
Meter Upgrade at 336 North 100 West, Downey, Idaho: and do they have the lawful right to threaten
to Terminate Electrical Services if a customer does not comply with their threats? This may be
considered statutory extortion.They have not proven any authority to force the installation of harmful
smart meters or their rights to Terminate Electrical Services because one does NOT CONSENT; and
for all of the additional facts summarized herein.Thank you for your immediate investigation to this
Complaint and your lawful reply and evidence to support it.
Additionally,this matter is being directed to the federal government to be addressed:for the
reasons indicated in this document:We respectfully demand the investigation by the United States
Attorney, Pam Bondi,the United States Secretary of State Marco Rubio,the U.S.Attorneyfor the
Southern District of New York,Jay Clayton and to the Federal Bureau of Investigation Head-
quarters,to Director Kash Patel and to the Federal Police/FBI Police.
This interstate/international commercial legal matter DOES NOT CONCERN ME/US and I/WE DO
NOT CONSENT TO BE A PARTY TO IT,except to the degree it is threatening our safety,our lives,
and our family. It appears to be private commercial undertakings that involves pseudo-diplomatic
foreign agents, private non-state actors, NGO officers and/or officials, who are aided and abetted
by private Americans residing/squatting on private land,that may or may not be Federally and/or
State recognized Native American Reservations.We are simply DEMANDING full restoration, resti-
tution and remedy from ALL involved parties to the fullest extent of the law, both civil and criminal;
and to PREVENT the installation of a smart meter on our private home on private real property.
A DEMAND FOR REDRESS OF GRIEVANCE necessitates that a redress for grievance complaint
be filed against all involved parties in their individual and collective capacities and is being sub-
mitted to the appropriate federal agencies and authorities for an expeditious resolution.

Due to the unconstitutionality of the legal obfuscations as practiced within the United States,along
with nondisclosure,as well as,to various elements of fraud,fraudulent inducement,fraudulent
conveyance,failure in duty of care, unjust enrichment, breach of trust,fraudulent misrepresent-
ation,fraudulent appropriation,entrapment, performing duties and acts resulting in the appropria-
tion and or deprivation of my property, real and personal by private non-state and non-federal
network services providers, nominees, successors and/or assigns; In light of these grievances,We
hereby assert that such actions constitute not only a breach of Constitutional principles but also a
direct violation of our inalienable rights. It's imperative that all federal and state actors involved in
such misconduct are held accountable and that the foundational rights guaranteed under the law
are upheld unequivocally.This includes the identification/prosecution of all responsible for
perpetuating these breaches. Unlawful political conversion cloaked in secrecy is a capital crime.

Life, liberty, and property do not exist because men have made laws. On the contrary, it was the fact
that life, liberty, and property existed beforehand that caused men to make laws in the first place.
Therefore, government is simply an extension of these specific natural rights to a collective force,
and its main purpose is the protection of these rights.Any government that oversteps beyond this
role, acting in ways that an individual would not have the right to act, places itself at war with its
own purpose. Unfortunately,the law by no means confines itself to its proper functions.And when
it has exceeded its proper functions, it has not done so merely in some inconsequential and
debatable matters.The law has gone further than this; it has acted in direct opposition to its own
purpose.
The taw has been used to destroy its own objective: It has been applied to annihilating the justice
that it was supposed to maintain; to limiting and destroying rights which its real purpose was to
respect. The law has placed the collective force at the disposal of the unscrupulous who wish,
without risk,to exploit the person,liberty,and property of others. It has converted plunder into a right,
to protect plunder. And it has converted lawful defense into a crime, to punish the lawful defense;
this ends now. Please confirm your investigation into this matter within 10 days.

PacifiCorp has recently faced significant financlat chaltengss and debt-related issues, largely
stemming from liabilities associated with fires/wildfires in Its service territories. PacifiCorp has
been held liable for damages in lawsuits related to fires/wildfires; PacifiCorp continues to face
ongoing lawsuits and the potential for billions more in damages related to the wildfires. Rocky
Mountain Power(PacifiCorp)is grappling with a heavy debt burden and financial strain due to the
increasing costs associated with fires/wildfire liabilities.
Smart meters are known to cause fires.The smart meter is not just a risk to our health,it also
comes with safety and privacy issues.They have become notorious for exploding and causing
house fires;EMF electrical consultant Cindy Sage explains that smart meters can create an over

current condition on the wiring and produce heat that the neutral cannot properly handle;which
has and can lead to fires.This stress on the wiring is caused by the short,intense burst of very high
intensity radio frequency emissions which can spike the voltage too high. Hundreds of thousands
of smart meters have been replaced either because of an actual explosion or fire caused bythe
meter that are Suspected to be defective and unsafe.in Stockton California a truck crashed into a
utility pole,which caused a power surge that resulted in 50-60 smart meters exp►oding and
catching on fire at residential homes.
Health,Safety and Privacy Concerns of Smart Meters:
Smart meters(technically called advanced metering infrastructure—AMi)considered to be an
economical and functional upgrade to the digital and analog meters;unlike older digital and analog
meters,which required being manually read once a month by a utility company employee,smart
meters transmit this information wiretessly,in the form of radio frequency electromagnetic fields.
Sart meters are advertised to mainly benefit the end user,but the truth its that the user is ultimately
put at risk in many ways,and the biggest benefits are reaped by the power companies and the
government.The truth is people's electricity costs have uniformly gone up,not down,with the
installation of smart meters.The verdict from electricity consumers after more than a decade of
smart meter use is that there have been no benefits to them, and that the majority of people don't
care about the breakdown of their energy usage.
Besides having no significant benefit to the end user,smart meters have brought wide-spread
legitimate concerns over health,safety and privacy.The health concerns revolve around the
pulsed radio frequency radiation that smart meters rely on to transmit wireless information
between each meter and the utility company's headquarters.A similar type of non-ionizing
radiation used by celt phones,cell towers and wfi routers,all of which have been extensively
studied and found to be dangerous to human health.Smart meters have a unique exposure
risk due to several factors:
Close proximity to the living areas in a home sometimes just several feet from a sleeping area;that
sharp spiked radio frequency pulsations used to transmit the signal; how frequently the signal is
transmitted (up to 190,000 times per day!); Dirty electricity created by the smart meter communic-
ating with in home appliances;In addition to the omni-directional, pulsed radio frequency field that
often emitted many times per minute,the meter also produces a strong magnetic field that can
radiate several feet into the house,sending data to and from the power company,this sharply
pulsed RF wave is often produced every 3 to 7 seconds and even up to 190,000 times per day_If one
were to measure the strength of the actuaL RF spikes,they are often 200 times the Strength of the
documented-average.
Smart meters,while touted fortheir abilityto monitor energy usage,pose significant health,safety,
and privacy risks.These smart meters emit potentially harmful,pulsed radio frequency radiation,
generage dirty electricity through communication with home appliances,and have been linked to
health issues like headaches,insomnia and heart arrythmias.
Additional concerns exist regardingtheir potential to cause fires,vulnerability to hacking,and
abilityto be remotely controlled by utility companies,questions about their overall safety and
intrusion into consumer privacy.
Cecelia Doucette the director of Massachusetts for Safe Technology reports that these smart
meters are installed directlyto homes and elsewhere with no Informed consent and people

unwittingly get very ill.The smart meter generates an enormous amount of what is known as
"voltage transients""line noise"known as dirty electricity that can have devastating health effects.
This survey and report on the health effects of smart meters compiles data from 201 people who
claim that smart meters have damaged their health, that did not have any issues prior to smart
meter exposure;the most common damaga is ear ringing,headaches,difficulty cantAntrating,
insomnia,fatigue and heart arrhythmias, prior to any knowledge of the presence of the smart
meters and before they had an awareness of RF radiation danger which rules out psychosomatic
factors.
Another major issue with smart meters is related to privacy and security.The smart meters collect
extremely detailed data about your in home electricity usage,including which appliances are used,
how often,and when.This data is transmitted wirelessty and wireless data is much easier to
intercept and hack than a secured wired connection.Anyone with tech know-how and t]ad
intentions can discover whatyou are doing and when you are doing it and could use that
information to harm you;another related to security and smart meters,it is widely known that
utility providers can collect and seRyour power usage data to third-party companies,as long as
theywithhold identifiable personal information;they make a lot of money selling this information,
the utility providers are making moneyfrom our personal usage data.Additional concerning
aspects is the two-way data transmission of smart meters is the fact thatthe smart meters are now
remotely controlled from the utility headquarters meaning they can turn off our power at anytime
for any reason they deem necessary,they can shut our power off instantly rightfrom the source
and to control our energy usage.Smart meters are a considerable threat to our health,functionality
and well being.
International Appeai: Scientists call for Protection from Non-ionizing Electromagnetic Field;
We are scientists engaged in the study of biological and health effects of non-ionizing
electromagnetic fields(EMF). Based upon peer-reviewed, published research,we have serious
concerns regarding the ubiquitous and increasing exposure to EMF generated by electric and
wireless devices.These include—but are not limited to—radiofrequency radiation (RFR)emitting
devices,such as cellular and cordless phones and their base stations,Wi-Fi,broadcast antennas,
smart meters, and baby monitors as well as electric devices and infra-structures used in the
delivery of electricity that generate extremely-low frequency electromagnetic field (ELF EMF).
Scientific basis for our common concerns
Numerous recent scientific publications have shown that EMF affects living organisms at levels
well below most international and national guidelines.Effects include Increased cancer risk,
cellular stress, increase in harmful free radicals,genetic damages,structural and functional
changes of the reproductive system, learning and memory deficits,neurological disorders,and
negative impacts on general well-being in humans. Damage goes well beyond the human race,as
there is growing evidence of harmful effects to both plant and animal life.
These findings Justify our appeal to the United Nations(UN)and, all member States in the world,to
encourage the Wortd Health Organization (WHO)to exert strong leadership in fostering the
development of more protective EMF guidelines,encouraging precautionary measures, and
educating the public about health risks,particularly risk to children and fetal development. By not
taking action,the WHO is failing to fulfill its role as the preeminent international public health
agency.

There is no safe level of exposure established for RFR. People around the world are suffering from
Low intensity RFR exposure,being at Increased risk of developing both cancer and EHS.
The current regulatory approach is to acknowledge only the thermal(heating)effect of human
tissue and exposure regulations are based on this concept.A significant number of studies have
shown other potential non-thermal health effects that go much further than the heating iss eq.
These conditions range from increased and altered cell proliferation influences on hormones,
heart,circulatory and nervous system.
We are a group of scientist and health professionals who together have coauthored many peer
reviewed studies on the health effects of radiofrequency radiation(RFR),smart meters,and other
wireless devices,that have created significant public health problems caused by the RFR they
produce,reported problems continue to grow.David Carpenter, MD Director, Institute for Health
and the Environment University at Albany; Dr.Lennart Hardett,MD,PhD Professor Department of
Oncology,University Hospital Orebro,Sweden; Dr.Magda Havas, BSc,PhD Environmental$
Resource Studies,Trent University Canada;Dr.Martha Herbert,MD,PhD Assistant Professor of
Neurology, Harvard Medical School Pediatric Neurologist and Neuroscientist at the Massachusetts
General Hospital in Boston;and Dr.Sam Mitham,MD, MPH Former chief epidemiologist,Washing-
ton State Department of Health drafted a letter to the North Carolina Utilities Commission in favor
of a smart meter opt out.
With Duke Energy being America's largest utility provider and, having the largest potential smart
meter implementation reach, it is imperative that the NCUC be fully aware of the harm that RFR
can cause and allow utility customers to opt out of smart meter installation with no penalty.
Human health studies prove that radiofrequency radiation increases risk of cancer.Smart meters
and cell phones occupy similar frequency bands of the electromagnetic spectrum,meaning that
cell phone research can apply to smart meter RFR.Smart meter RFR consists of frequent,very
intense but very brief pulses throughout the day.Because smart meter exposure over a 24-hour
period can be very prolonged (pulses can average 9,600 times a day),and because there is building
evidence that the sharp,high intensity pulses are particularly harmful,the cell phone study findings
are applicable when discussing adverse health impacts from smart meters.
Utility companies claim that smart meters deliver benefits to consumers—like access to more
data,better services,and cost and energy savings through data analysis.And yet, reports from
around the world repeatedly suggest that smart meters aren't delivering on these promises,failing
to make an impact on eneryv use.
Senior Nuclear Policy Lecturer at UCSC, Daniel Hirsch,is reportedto have found that smart meters
"can emit intense pulses of radiation more than 14,000 times EACH DAY."has determined that
wireless meters emit 100-150 times the radiation of a cell phone,thus,invalidating utility claims
thatthe radiation is insignificant.
These new smart meters have to continuously emit EMFto keep up with the data transfer demands,
according to the Sheitd Your Body group.
Even the World Health Organization has declared that"Non-ionizing radiation of the kind emitted by
smart meters is a class 2B carcinogen-the same category as DDT,based on cell phone brain
tumor studies."Also,an anicle in the eer-reviewed Journal of Neuroscience concluded that'EMF
hypersensitivity can occur as a bona fide environmentally-inducible neurological syndrome.

On January 5,2023,Arthur Firstenberg,from Cellular Phone Task Force wrote that five weeks
previously, he had asked people to email the New Mexico Public Regulation Commission (PRC)
abouttheir experiences with smart meters.
What he received in response he described as"heartbreaking testimonies"that poured in from
around the world,which included stories about"catastrophic effects on the health and lives of
adults,children,the elderly, pets,farm animals,birds,wild animals,insects,worms,plants,
neighbors,workers and entire communities."
Below are a few excerpts and summaries of some of the 271 testimonies that are posted on
the public comments page of the PRC's website.
Robert Workman,an EMRS in Missouri,writes:"I have confirmed injuries from wireless radiation
and the Smart meter seems to be the most damaging to me and my clients. Once the ITRON
electronic meter is removed many of my clients have an immediate response to an improved
health.This meter has been torture to myself and others in St Louis,it is my professional opinion
this meter kills all biological life."
Health practitioner Diane Peterson writes from California that"For the majority[of people],they
suddenly developed symptoms and only later discovered that the symptoms began Immediately

Arlene Griffin is a Santa Fe resident who briefly lived in southern California in 2019-2020.She
writes:I had no history of heart problems, but upon moving into a house in a development in San
Diego County, I was jotted awake every night feeling like what it would be like to be hit with a
defibrillator paddles.Once awake my heart would alternate between pounding, racing and skipping
beats for the rest of the night, and I would shake for hours. I also developed eye issues—my eyes
burned and were red and swollen. Each day I would feel better when I left our house,but each night
the horrible symptoms would return. It was terrifying and exhausting...we hired an inspector who
tested our house for RF/EMF radiation and found that the high readings were not comingfrom our
property(we had an analog meter),but from our neighbor's house. It so happened that their meter
directly faced our bedrooms...Finally in September 2021 returned to New Mexico for good and I
have not had those heart symptoms here.
