PAC-E-25-02 OF ROCKY MOUNTAIN POWER FOR ) AUTHORITY TO IMPLEMENT CHANGES ) AMENDED NOTICE OF TO NON-LEGACY CUSTOMER ) MODIFIED PROCEDURE GENERATORS ) NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE AMENDED NOTICE OF VIRTUAL CUSTOMER HEARING ORDER NO. 36716 On February 7, 2025,Rocky Mountain Power, a division of PacifiCorp("Company")filed an application ("Application") with the Idaho Public Utilities Commission ("Commission") requesting an order approving the Company's proposed changes to its onsite self-generation Electric Service Schedule 136 ("Schedule 136") tariff beginning October 1, 2025, and approving the Company's proposed export credit rate methodology. Application at 1. On June 17, 2025, the Commission issued a Notice of Modified Procedure setting an August 14, 2025, deadline for initial comments and a September 3, 2025, deadline for the Company's reply comments. Order No. 36482 at 1-2. The Commission also issued a Notice of Virtual Customer Hearing setting a customer hearing date of August 19, 2025. Id. at 4. On July 30, 2025, the Company filed an amended application with the Commission ("Amended Application"). Within the Amended Application, the Company made changes to inputs used to calculate the export credit rate of the Company's Schedule 136 customers.Amended Application at 2-3. At the Commission's August 5, 2025, decision meeting, Commission Staff ("Staff') recommended we vacate and reset the comment deadlines to provide adequate time for public comments on the Amended Application. Additionally, Staff recommended we issue an Amended Notice of Virtual Customer Hearing vacating the hearing currently scheduled for August 19, 2025, and scheduling a new customer hearing at a date that would allow the hearing to be more practical under the new comment deadlines. AMENDED NOTICE OF MODIFIED PROCEDURE NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE AMENDED NOTICE OF VIRTUAL CUSTOMER HEARING ORDER NO. 36716 1 Subsequently,at the Commission's August 12,2025,decision meeting, Staff recommended we issue a Notice of Suspension suspending the Company's proposed effective date for 30 days plus five months pursuant to the Commission's authority under Idaho Code § 61-622(4). Having reviewed Staff's request, we found at the August 5, 2025, decision meeting that it is reasonable to grant additional time to file comments and reply comments and to reset the previously scheduled customer hearing. At the August 12, 2025, decision meeting, we found it reasonable to suspend the Company's proposed effective date. AMENDED NOTICE OF MODIFIED PROCEDURE YOU ARE HEREBY NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this matter may file a written comment explaining why the person supports or opposes the Application. Persons who would like a hearing must specifically request a hearing in their written comments and explain why written comments alone are insufficient. Persons interested in filing written comments must do so within 21 days of the service date of this Order. The Commission finds that the Company's proposed effective date does not provide adequate time for Commission Staff and interested persons and parties to evaluate the Company's proposal. Pursuant to Idaho Code § 61- 622,the Commission suspends the Company's proposed effective date for thirty(30)days and five (5) months or until an order is entered accepting, rejecting, or modifying the proposed rate increases. However,the Commission finds good cause to schedule a virtual customer hearing in this case pursuant to Idaho Code § 61-328. YOU ARE FURTHER NOTIFIED that the Commission will conduct a virtual customer hearing in this matter on September 11, 2025, starting at 4:00 p.m. (local time) and ending at 7:00 p.m., or until all testimony has been taken, whichever comes first.
