IPC-E-25-23 COMPANY'S 2025 INTEGRATED ) RESOURCE PLAN ) NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO. 36706 On June 27, 2025, Idaho Power Company ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting that the Commission issue an order acknowledging the Company's 2025 Integrated Resource Plan ("IRP") ("Application"). The Company submits an IRP to the Commission every two years, as directed by Order No. 22299, Case No. U-1500-165. With this Order, the Commission provides notice that the Company has filed the Application requesting acknowledgment of its 2025 IRP and sets deadlines for interested persons to petition to intervene in the case. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company states that the 2025 IRP represents a comprehensive analysis of the optimal mix of both demand- and supply-side resources available to reliably serve customer demand and flexible capacity needs from 2026 to 2045. Application at 1-2. According to the Company, it used Energy Exemplar's Aurora Long-Term Capacity Expansion modeling tool to develop portfolios that are least-cost, least-risk for a variety of alternative future scenarios. Id. at 2. YOU ARE FURTHER NOTIFIED that the Company represents that the primary goals of the 2025 IRP are to: (1) identify sufficient resources to reliably serve the growing demand for energy within Idaho Power's service area throughout the 20-year planning period (2026- 2045); (2) ensure the selected Preferred Portfolio balances cost and risk, while adhering to environmental regulations; (3) give equal and balanced treatment to supply-side resources, demand-side measures, and transmission resources; and (4) involve the public in the planning process in a meaningful way. YOU ARE FURTHER NOTIFIED that the Company states that two notable trends emerged in the 2025 IRP: the essential need for flexible resources and additional transmission, and the precariousness of additional load growth stemming from the heightened uncertainty surrounding state and federal policy.Id. at 9. YOU ARE FURTHER NOTIFIED that the Company represents that it identified key branches to evaluate in additional detail, and the Company required the model to build portfolios both with and without each branch. Id. at 11-12. The Company states that the most impactful contingency scenario analyzed under the IRP is the potential repeal of the 2024-revised Environmental Protection Agency Rule I I I(d) regarding carbon emissions for existing and new resources. Id. YOU ARE FURTHER NOTIFIED the Company represents that, based on its analysis, it selected a Preferred Portfolio, which it characterizes as an assorted mixture of generation resources, energy storage systems, and transmission lines. Id. at 12. The Company states that this Preferred Portfolio is the least-cost, least-risk option that incorporates positive changes toward clean, low-cost resources without compromising system reliability.Id. YOU ARE FURTHER NOTIFIED that the Company states that its Preferred Portfolio adds "1,445 [megawatts ("MW")] of solar, 885 MW of storage (4hour batteries, as well as 50 MW of long duration 100-hour storage), 700 MW of wind, 550 MW of new gas, 344 MW of incremental energy efficiency, and 20 MW of incremental demand response." Id. at 3. Additionally, the Company represents that the Preferred Portfolio involves the conversion of multiple coal-fired generation units, capable of 484 MW,to natural gas and adds a total of 611 MW of natural gas via the conversions through 2045.Id. YOU ARE FURTHER NOTIFIED the Company represents that, in total, the Preferred Portfolio adds 4,071 MW of incremental resource capacity over the 20-year planning period, including the Boardman to Hemingway transmission line as of December 2027; the Southwest Intertie Project-North transmission line as of November 2028; and the Midpoint—Hemingway#2 500 kilovolt with the first phase in 2028 and the second phase in 2030. Id. YOU ARE FURTHER NOTIFIED that the 2025 IRP contains the Company's Near-Term Action Plan that reflects near-term actionable items of the Preferred Portfolio necessary to NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO. 36706 2 successfully position the Company to provide reliable and economic service to its customers into the future. Id. at 12. YOU ARE FURTHER NOTIFIED that the Company represents that in advance of finalizing the 2025 IRP, it held a series of four technical workshops for the purpose of addressing Staff s areas of concern regarding the 2023 IRP. Id. at 14. The Company believes the workshops successfully resolved Staff s previous concerns, including: "(1) future resource costs and Aurora resource selection; (2) Aurora resource selection and Aurora dispatch; (3) interconnection costs, REC price forecasts, and load percentile methodology; and(4) the timing of highest risk."Id. YOU ARE FURTHER NOTIFIED that the Application, IRP, and appendices are available for public inspection during regular business hours at the Commission's office. These documents are also available on the Commission's website at www.puc.idaho.gov. Click on the"ELECTRIC" icon, select"Open Cases," and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to obtain parties' rights of participation must file a Petition to Intervene with the Commission pursuant to this Commission's Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and -.073. Persons who wish to intervene as a party must file a Petition to Intervene no later than 21 days after the date of service of this Order. Such persons shall also provide the Commission Secretary with their email address to facilitate further communications. After the intervention deadline runs, the Commission Secretary shall issue a Notice of Parties that identifies the parties and assigns exhibit numbers to each party. Once the Notice of Parties has issued, Commission Staff shall informally confer with the Company and any intervening parties about how to further process this case and shall then report back to the Commission on a proposed case schedule. YOU ARE FURTHER NOTIFIED that persons who would like to present their views without parties' rights of participation and cross-examination do not have to intervene but may present their views by submitting written comments to the Commission.
