Re: Opposition to Rocky Mountain Power's Proposed Changes to Net Metering
Compensation (Case No. PAC-E-25-02) Dear Commissioners, I am writing as an Idaho
resident and a net metering customer with solar panels installed on my home to strongly
urge the Idaho Public Utilities Commission to reject Rocky Mountain Power's proposal to
reduce compensation rates for excess energy generated by rooftop solar systems, as
outlined in Case No. PAC-E-25-02. As a homeowner who invested in solar to lower my
electricity costs, reduce strain on the grid, and contribute to a cleaner environment, I find
this proposal deeply discouraging and unfair.
By installing solar panels, I made a significant financial commitment based on the
expectation that net metering policies would fairly compensate me for the surplus power I
generate and feed back into the grid. This excess energy not only offsets my own energy
costs but also benefits the broader community by reducing peak demand and the need for
additional fossil fuel-based generation. However, Rocky Mountain Power's proposal to
Lower net metering rates feels like a slap in the face to those of us who are actively working
to promote sustainability and energy independence. It unfairly shifts the financial burden
back onto solar customers like me, undermining the incentives that encourage clean
energy adoption.

Reducing net metering compensation threatens to stifle growth in Idaho's renewable
energy sector, discourage future solar installations, and potentially lead to job losses in the
solar industry. It also penalizes homeowners who are helping to create a more resilient and
sustainable energy grid by generating clean power. I urge the Commission to protect fair net
metering policies that recognize the value of customer-generated solar energy and support
Idaho's transition to a cleaner, more affordable energy future.
Thank you for considering my concerns and for your commitment to equitable utility
regulation. I respectfully request that the Commission deny Rocky Mountain Power's
proposal in Case No. PAC-E-25-02 and maintain fair compensation rates for net metering
customers.
Sincerely,
Lonnie Seward
