GNR-E-25-02 STAFF'S APPLICATION FOR APPROVAL OF A FILING PROCESS FOR WILDFIRE IDL COMMENTS ON MITIGATIONS PLANS PROCESS The Idaho Department of Lands respectfully submits the following comments regarding the IPUC Wildfire Mitigation Plan Guidelines, supplemental, and exhibits: I. The planning horizon should more accurately reflect industry standard 2. The process should include a description of how the IPUC will provide feedback o submitted plans and additionally include a process for utility to provide a response to said comments from IPUC. 3. The process should indicate and address any statutorily required participation/review by Idaho Department of Lands and how recommendations of the state forester will be addressed. 4. The process should include a metric/system to capture completion of effort similar to industry standard. 5. Wildfire is dynamic and therefore the plan development and maintenance process should allow for the ability of utilities to address this dynamic nature. There is inherent IDL COMMENTS ON PROCESS—1 risk, if plans when developed, are static and not being able to pivot to address emerging issues based on year over year changes in utility service area, newly released research, or completed work by utilities or other neighboring mitigation/management efforts. 6. The Idaho Department of Lands believes that development of IPUC Wildfire Mitigation Plan Guidelines would benefit from informal proceedings to allow the Parties to discuss the proposed Plan Guidelines, Supplemental, exhibits, and comments in more detail and further allow for discussion and exploration of appropriate revisions. Therefore, the Department of Lands would recommend that the Parties be allowed to engage in informal proceedings pursuant to 31.01.01.021-.024 and .272-274 to more fully discuss and address comments to the Plan Guidelines, Supplemental, and exhibits before proceeding further with formal procedures. IDL respectfully recommends that the Commission address the above-mentioned items in the Plan Guidelines, Supplemental, and exhibits. IDL is willing to submit supplemental comments, if needed, to address any comments in more detail. Dated this 7th day of August, 2025.
