LOLL DEPUTY ATTORNEY GENERAL DATE: AUGUST 5, 2025 SUBJECT: IN THE MATTER OF THE APPLICATION OF ROCKY MOUNTAIN POWER FOR AUTHORITY TO IMPLEMENT CHANGES TO NON- LEGACY CUSTOMER GENERATORS; CASE NO. PAC-E-25-02. On February 7,2025,Rocky Mountain Power, a division of PacifiCorp ("Company") filed an application ("Application") with the Idaho Public Utilities Commission ("Commission") requesting an order approving the Company's proposed changes to its onsite self-generation Electric Service Schedule 136 ("Schedule 136") tariff and approving the Company's proposed export credit rate methodology. Application at 1. On June 17, 2025, the Commission issued a Notice of Modified Procedure setting an August 14, 2025, deadline for initial comments and a September 3, 2025, deadline for the Company's reply comments. Order No. 36482 at 1-2. The Commission also issued a Notice of Virtual Customer Hearing setting a customer hearing date of August 19, 2025.Id. at 4. On July 23, 2025, the Company served its 1st Supplemental Response to Commission Staffs ("Staff') 3rd Set Data Request 11. Within this response, the Company represented that it made multiple corrections to inputs used to calculate the export credit rate of the Company's Schedule 136 customers. On July 30, 2025, the Company filed an amended application with the Commission addressing these changes ("Amended Application"). STAFF RECOMMENDATION Because the Company has filed an Amended Application, Staff recommends the Commission vacate the current August 14, 2025, deadline for initial comments and September 3, 2025, deadline for the Company's reply comments. Staff recommends the Commission issue an DECISION MEMORANDUM 1 Amended Notice of Modified Procedure resetting the initial comment deadline for 21 days after service of the Notice and the Company's reply comment deadline for 42 days after service of the Notice. Staff further recommends the Commission vacate the current virtual customer hearing scheduled for August 19, 2025, and issue an order setting the time, date, and location of any customer hearings as determined by the Commission. COMMISSION DECISION Does the Commission wish to: (1) Issue an Amended Notice of Modified Procedure vacating the current August 14,2025, deadline for initial comments and September 3,2025,deadline for the Company's reply comments and resetting the initial comment deadline for 21 days after service of the Notice and the Company's reply comment deadline for 42 days after service of the Notice? (2) Issue an Amended Notice of Virtual Customer Hearing vacating the hearing currently scheduled for August 19,2025, and setting the time, date, and location of any customer hearings as determined by the Commission?
