The next order of business was MATTERS IN PROGRESS: Donovan Walker’s Setember 29, 2006 Decision Memorandum re: Avista’s 2006 Purchased Gas Cost Adjustment (PGA), Case No. AVU-G-06-03. Mr. Walker reviewed his Decision Memo. Commissioner Hansen made a motion to continue to process the case by modified procedure and direct staff not to conduct a public workshop, reserving the right to schedule a public hearing should it be necessary at a future date. There was no discussion. A vote was taken on the motion and it carried unanimously. Wayne Hart’s September 27, 2006 Decision Memorandum re: Formal Complaint of Reid Stewart Seeking Reversal of Idaho Power Decision Regarding Removal of Power Lines and Poles. Mr. Hart reviewed his Decision Memo. Commissioner Smith asked if the poles are energized and if either Idaho Power or the customer still need them. Mr. Hart replied that the poles and lines were used to serve a trailer that is no longer on the property, and the poles will be in the way of a planned conversion to circle irrigation. He said the poles were installed in 1976 and don’t have a salvage value, so neither the company nor the customer have any need for them. Commissioner Smith made a motion to issue a summons and ask the company to respond. A vote was taken on the motion and it carried unanimously. Commissioner Kjellander stated that item 8 under FULLY SUBMITTED MATTERS would be deliberated privately. He then adjourned the meeting.
