IPC-E-25-24 CLEAN ENERGY YOUR WAY ) CONSTRUCTION AGREEMENT PRICING ) APPLICATION ELEMENTS BASED ON THE 2025 IRP ) Idaho Power Company ("Idaho Power" or "Company"), pursuant to Idaho Code §§ 61-502 and 503, Idaho Public Utilities Commission's ("Commission") Rule of Procedure' 52, and Commission Order No. 36383, submits this Application requesting authority to update pricing elements for all contracts under the Company's Clean Energy Your Way ("CEYW") Construction Program that rely on data from the Company's Integrated Resource Plan ("I RP"). More specifically, having recently filed its 2025 IRP, the Company hereby seeks to update IRP-informed prices as referenced in its CEYW special contracts and agreement with Brisbie, LLC ("Brisbie"), Micron Technology, Inc. ("Micron"), and the Hereinafter cited as RP. APPLICATION - 1 City of Boise, including associated revisions to Micron Schedule 26, Brisbie Schedule 33, and Clean Energy Your Way Program Schedule 62 ("Schedule 62").2 In support of this Application, Idaho Power represents as follows: I. BACKGROUND 1. The Company's CEYW-Construction offering under Schedule 62 provides a tailored renewables option to the Company's largest customers (special contract and Schedule 19, Large Power Service ("Schedule 19")), enabling those customers an option for covering up to 110 percent of their annual energy use with renewable resources. 2. Currently, the Company has three customers with agreements under the Commission-authorized framework for the CEYW-Construction option: Brisbie, Micron, and the City of Boise. The CEYW-Construction agreements for both Brisbie and Micron exist within those large customers' broader special contracts while the City of Boise's Renewable Construction Agreement ("City of Boise CEYW Agreement") applies to two of its Schedule 19 accounts, incorporating additional charges and credits associated with the City's renewable resource consistent with the charges for CEYW customers listed in Schedule 62. 3. Based on the Commission's guidance related to the CEYW-Construction offering and as a result of the collaborative efforts undertaken by Staff and the Company to fulfill the Commission's directives, the Company has continued to refine the framework for the ongoing implementation and administration of the CEYW-Construction offering. To this end, on May 30, 2024, Idaho Power filed an application seeking approval of: (1) 2 Tariff Sheet Nos. 26-1, 33-1, and 62-5 state: "Pricing elements that rely on the most recently filed IRP are effective December 1, 2024, pursuant to Order No. 36383 issued on November 8, 2024." Idaho Power proposes to submit a compliance filing for these tariff sheets following issuance of an order in the present docket. APPLICATION - 2 amendments to the Micron and Brisbie Special Contracts to incorporate language for clarity and consistency and to provide for necessary flexibility in administering these contracts while ensuring that changes in rates are considered in a separate proceeding; (2) updated pricing elements for all CEYW-Construction agreements that rely on inputs based on the Company's 2023 IRP; (3) associated revisions to Brisbie Schedule 33, Micron Schedule 26, and CEYW Program Schedule 62; and (4) the Company's proposed method for future updates to pricing elements of contracts under the Company's CEYW- Construction Program that rely on IRP data. 4. On November 8, 2024, the Commission issued Final Order No. 36383, authorizing, in pertinent part, the Company's proposed method for conducting future updates of IRP-informed pricing elements. In directing the Company to update pricing terms for all CEYW-Construction agreements and Schedule 62 in a single case filed within 30 days of the submission of its IRP, the Commission noted: "This procedure establishes a fixed schedule for updating the pricing elements of CEYW agreements and results in rates that are based on the most recent and accurate information.113 5. On June 27, 2025, in Case No. IPC-E-25-23, the Company filed its 2025 IRP and now makes this filing to update pricing elements within its CEYW agreements that rely on the IRP data as directed by the Commission in Order No. 36383. II. UPDATES TO PRICING ELEMENTS 6. In this proceeding, the Company requests the Commission approve the following 2025 IRP-informed prices under the Brisbie and Micron Special Contracts and the City of Boise's CEYW Agreement as more fully described below: 3 See IPC-E-24-23, Order No. 36383 at 5. APPLICATION - 3 (1) the "Supplemental Energy Price" applicable to Brisbie's Block 2 load service, and (2) the "Mid-Columbia Forecast" relied upon to determine the "Excess Generation Price" applicable to Brisbie, Micron, and the City of Boise's Excess Generation. 7. Supplemental Energy Price. Under the Brisbie Special Contract, as amended, the "Supplemental Energy Price" to be applied to Block 2 of Brisbie's load service is based on the Avoided Cost Averages published in Idaho Power's most recently filed IRP, with time periods for the Supplemental Energy Price matching the time periods used to determine the Avoided Cost Averages from the referenced IRP. Consistent with the Brisbie Special Contract and as authorized by the Commission, the Company has updated the Avoided Cost Averages to be used in determining the Supplemental Energy Price to reflect what was filed on page 19 of "Appendix C: Technical Report" to the 2025 IRP, and the resulting proposed prices are contained in Attachment 1. 8. Mid-Columbia Forecast. The Company is also seeking approval of the hourly Mid-Columbia Forecast from the 2025 IRP for use to value Brisbie, Micron, and the City of Boise's Excess Generation. The "Excess Generation Price" for the CEYW- Construction special contracts and agreement is defined as the lower of (1) 85 percent of the hourly Mid-Columbia Forecast, with a non-firm adjustment applied to each hour's price or (2) the actual heavy load or light load hour Mid-Columbia market price. "Mid-Columbia Forecast", in turn, is defined as the hourly Mid-Columbia price forecast from the Company's most recently filed IRP. Accordingly, the Company respectfully requests the Commission approve the Mid-Columbia Forecast from the 2025 IRP for use in these pricing elements, as contained in Attachment 2, effective the first calendar day of the month following a Commission order. APPLICATION -4 III. MODIFIED PROCEDURE 9. Idaho Power believes that a hearing is not necessary to consider the issues presented herein and respectfully requests that this Application be processed under Modified Procedure, i.e., by written submissions rather than by hearing. RP 201 et seq. If, however, the Commission determines that a technical hearing is required, the Company stands ready to present testimony and support the Application in such hearing. IV. Based on the foregoing, Idaho Power respectfully requests that the Commission issue an order approving the updated pricing elements within the CEYW special contracts and agreements based on the Company's 2025 IRP, including as more fully described above: (i) the "Supplemental Energy Price" applicable to Brisbie's Block 2 load service, and (ii) the "Mid-Columbia Forecast" relied upon to determine the "Excess Generation Price" applicable to Brisbie, Micron, and the City of Boise's Excess Generation effective the first calendar day of the month following a Commission order. APPLICATION - 5 Idaho Power additionally requests the Commission direct the Company to file a compliance filing with associated revisions to Micron Schedule 26, Brisbie Schedule 33, and CEYW Program Schedule 62, that contain the date and order number approving the pricing elements that rely on the most recently filed IRP.
