Comment: "I am writing to submit my comment on Rate Case#IPC-E-25-16 and to express
serious concern about the proposed rate increases by Idaho Power.
Under this proposal, a typical residential customer using 900 kWh per month would see
their bill increase by approximately$21.66. More concerning is the steep increase in the
fixed service charge, from $15 to $25, which is a 67% hike regardless of energy usage.
This disproportionately burdens low- and fixed-income households, discourages energy
conservation, and reduces customer control over electric bills.
Additionally, Idaho's energy policies and costs appear increasingly influenced by decisions
made outside of our state, by regulators and politicians in places like Sacramento,
Olympia, and Washington, D.C. Idahoans should not be forced to absorb the financial
consequences of policies they had no say in.
I urge the Commission to scrutinize this rate case closely and ensure Idaho Power's
request is justified, fair, and in the public's best interest. We need energy policy that
reflects Idaho values, Idaho needs, and Idaho voices.
Please reject or significantly revise this rate proposal to better protect Idaho customers:'

Comment: "Consider the cost per kWh for 3 residential customers The average customer,
according to the circular in my recent bill, uses 900 kWh per month At$0.10/kWh, that
comes to $90.00 Adding the $25 proposed service charge: $115/month Divide by 900kWh,
and the net cost per kWh is $0.13 If you do the same calculation for customers who use
400kWh more and 400kWh less than average,you will find the actual cost per kWh is:
High power (1300 kWh) consumption: $0.12/kWh Median power(900 kWh) consumption:
$0.13/kWh Low power(500 kWh) consumption: $0.15/kWh Charging more per kWh to the
Low power using household and less to the higher, creates an incentive that is counter to
the recommendations in the other bill insert that encourages "energy saving." I understand
the need for a flat service charge to cover costs of service and billing, but think the rate
increase should be per kWh used rather than increasing the current$15 service charge."
