NEWS RELEASE: Commission sets deadline to submit written comments for proposed service
territory agreement.
BOISE (July 23, 2025)—The Idaho Public Utilities Commission has set a mid-August deadline
to submit written comments for a proposed service territory agreement between two southern
Idaho utilities.
Riverside Electric Company and East End Mutual Electric have had a territory agreement for
some time. The agreement predates an amendment to Idaho code that requires commission
approval of the agreements. The utilities are seeking commission approval of a written
memorialization of the existing territory agreement. The agreement was negotiated between the
utilities to settle a service territory,provide for stable service to customers, eliminate duplication
of services and ensure safety in their respective territories.
Those types of agreements have been approved by the commission in the past as long as they
don't violate the Electric Supplier Stabilization Act. It is intended to promote harmony between
electric suppliers, prohibit the pirating of customers, discourage duplication of electric facilities
and stabilize service territories, among other items.
Written comments are being accepted until Aug. 14, 2025. Comments are required to be filed
through the commission's website or by e-mail unless computer access is not available. To
comment using the website, please visit puc.idaho.gov and click on the "Case Comment Form"
link on the upper left side of the page. Please use case number C12-E-25-02 when filling out the
form. Those submitting comments using e-mail are required to send them to the commission
