Comment: "I received my recent power bill, with the notice that Idaho Power Files General
Rate Case.
I am extremely disappointed with the request to raise Residential rate by 17.35%. This is a
huge increase. I am retired and live on a fixed income. I understand that costs are
increasing, and I would not be opposed to a more reasonable increase, say 5%. 1 am
against Idaho Power rate request for residential customers of 17.35%that is being
presented in the application IPC-E-25-16."

Comment: "Increasing the variable energy charge rather than raising the residential service
charge encourages conservation along with reduced capital expenditures for acquiring
additional power sources. The planners at Idaho Power can surely project what the
variable rate needs to be so equal the proposed $10 monthly increase.
Also, are the current rate payers subsidizing grid investments for all of the new housing? If
so, I object. New construction should fully pay for any and all additional costs incurred to
the system via initial connection fees.."

Comment: "It is my understanding that Idaho Power is requesting a significant rate increase
after two recent increases. Here in Pocatello they just built a new corporate office for
themselves and in my zone we're subject to frequent outages and the threat of brownouts.
Idahos power is currently getting poached and sold outside of Idaho and outside states are
driving up rates for Idahoans, especially for green energy agendas elsewhere. Idaho should
take steps to stabilize rates for Idahoans. "

who are made responsible for Idaho Power's rising costs for its investments. Idaho
residential families should not share in the burden of costs for massive transmission
infrastructure for Tech giants like Meta and Micron and their growing energy demands.
Idahoans do not want out-of-state wind and solar development on our lands. Do not

Comment: "In the winter, I already pay over$200 a month for powerjust heating my
apartment when I am home. I remember a few years ago, it cost me $20 a month minimum.
Prices for customers have already been raised exponentially. People are struggling with the
rising costs of everything else, if prices for utilities are raised even more than they are now,
people won't be able to afford basic necessities like heat and AC. Anyone with pets, kids, or
disabilities, or people who work from home will struggle first and foremost. Idaho Power
has enough profit to build a new$6 million operations center in Pocatello. I understand the
rising costs of everything for everyone, including for businesses as well, but regular citizens
and families deserve peace of mind that they can make it through hot summers and cold
winters without having to spending hundreds of dollars every month, with little room to
afford other basic necessities. I don't agree with this rate increase. Thank you for taking the

Comment: "As you are no doubt aware, both Intermountain Gas and Idaho Power have
submitted requests for large rate increases. Intermountain Gas in INT-G-25-02 is 11.46%
for residential customers. Idaho Power in IPC-E-25-16 is 17.35%for residential customers.
Each request is materially in excess of the inflation rate and the average growth in incomes,
and so each would burden area families. Combined and at the same time, these would be
a significant increase and burden to area families. Both requests note service area growth
as at least one factor for the rate increases. Fundamentally, growth should pay for itself. If it
doesn't, then existing rate payers are being unfairly burdened by this growth.

Further, I've also heard that at least one large data center is being built in the area, likely
due to the currently low utility costs. I encourage the PUC to be very thoughtful in what it
invites and allows in terms of incentives for such companies to come to the area, at the
expense of the overall community and existing rate payers. For reference, the state of
Virginia is starting to see numerous new data centers, which are creating significant cost
and environmental impacts. Please take action now to stay ahead of this impact.

everyone I've talked to is as well. I have yet to hear a reasonable explanation as to why so
much of a hike is necessary."

Idaho Power. Idaho Power has share holders on the stock exchange and all increases are
about protecting THOSE people. Ordinary folks, we residents, have only the Idaho PUC to
protect us against the theft of Idaho Power. Most residents work hard to reduce our use of
utilities such as electricity. In fact, entire PR campaigns are run to get us to do just that.
Idaho Power, meanwhile, pushes horrific solar farms and funds the "green energy" crowd.
What happens when residents conserve their use of electricity? Idaho Power sees a drop

in profits. Stock holders don't like that. So, now, residents who conserve electricity will be
PUNISHED by an increase in fixed rates. Like any other business, Idaho Power needs to use
ITS financial resources and reserves (including stock profits)to address maintenance and
infra structure. If the Idaho PUC has to grant any increase at all(and it doesn't), it should be
significantly less and be based on USAGE not the monthly fixed fee for the "privilege" of
buying electricity from Idaho Power. "

Comment: "Idaho Power needs to learn to live within their income. I know many unskilled
employees who work for Idaho Power in very unskilled positions that make more money
than I do as a reg nurse and I do not have 17% in my income to offset their employees
raises and the request for additional funds. Stop putting this burden on the community.
Charge the OUT of STATE people more for the power they are selling to them. "
