VEO-W-25-02. On June 13, 2025, Homecraft Homes, LLC ("Homecraft") filed a formal complaint ("Complaint") with the Idaho Public Utilities Commission ("Commission") against Veolia Water Idaho, Inc. ("Company") concerning the number of meters required under the Company's tariffs to service accessory dwelling units ("ADUs") attached to main homes by an unenclosed roof. STAFF RECOMMENDATION Counsel for Commission Staff ("Staff') reviewed the Complaint. Based on that review, it does not appear that Homecraft is represented by a licensed attorney as required by Commission Rule of Procedure 43. Rule 43 provides that in a quasi-judicial proceeding before the Commission, such as a formal complaint, "[a] partnership or corporation shall be represented by a licensed attorney." Homecraft is a limited liability company and is therefore required to have legal representation to maintain its Complaint. Accordingly, Staff recommends the Commission conditionally dismiss the Complaint and provide Homecraft with fourteen (14) days to retain counsel and file a Notice of Representation. The Notice of Representation should also indicate whether Homecraft wishes to file an amended Complaint with the assistance of counsel.
