CTIA - The Wireless Association® ("CTIA"), in accordance with the Idaho Public
Utilities Commission("Commission") Rule of Procedure Rule 71 IDAPA 31.01.01.71, hereby
petitions the Commission for leave to intervene herein and to appear and participate as a party,
and as grounds therefore states:

2. CTIA represents the U.S. wireless communications industry and the companies
throughout the mobile ecosystem that enable Americans to lead a 21"century connected life.
The association's members include wireless providers, device manufacturers, and suppliers as
well as apps and content companies. CTIA vigorously advocates at all levels of government for
policies that foster continued wireless innovation and investment. The association also
coordinates the industry's voluntary best practices, hosts educational events that promote the
wireless industry and co-produces the industry's leading wireless tradeshow. CTIA was founded
in 1984 and is based in Washington, D.C.
3. CTIA has a direct and substantial interest in this proceeding. Utility wildfire mitigation
plans filed in other states have commonly included guidelines and procedures for pre-emptive
power shutoffs, which have a significant impact on the wireless networks supported by
commercial power. In turn, those shutoffs can impact wireless consumers' ability to
communicate in emergencies,particularly given consumers' reliance on wireless service to
communicate with public safety entities. It is necessary for wildfire mitigation plans to address
advance planning efforts and information sharing between utilities and wireless providers to help
mitigate the negative impact of power shutoff events. Accordingly, no other party can adequately
represent CTIA's interests in this proceeding, and allowing CTIA to intervene will not unduly
broaden the issues.
4. CTIA's Petition to Intervene is timely, as the Commission has not yet established any
deadlines or schedule for this proceeding.

WHEREFORE, CTIA respectfully requests that the Commission grants this Petition to
Intervene in these proceedings and to appear and participate in all matters as may be necessary
and appropriate; and to the extent necessary to present evidence, call and examine witnesses,
present argument, and to otherwise fully participate in these proceedings.
