Pursuant to Rules 53 and 71-73 of the Idaho Public Utilities Commission Rules of
Procedure, state agency Idaho Department of Lands ("IDL")hereby petitions to intervene and to
appear and participate as a party in the above-captioned matter.

3. IDL's Direct and Substantial Interest in this Proceeding
IDL has a direct and substantial interest in this matter. Allowing IDL to intervene will not
unduly broaden the issues. As the agency responsible for wildfire protection on state and private
owned forest land within the state of Idaho, IDL has a direct and substantial interest in wildfire
mitigation plans.
4. Conclusion
IDL respectfully requests that the Commission grant IDL's petition and allow IDL to
intervene as a party in the above-captioned proceeding.
