What exactly does that mean? If we use more power, and that usage is during peak times (another subject)we should pay more. The concept of cost shifting in this method sounds like a major obfuscation wrapped in a nice sounding phrase. We made a significant investment in solar power on our residence and have observed the residential service charges continue to escalate while the return on power to the grid pricing has stayed flat or declined, not to mention the continued manipulation of'credits' based on power returned to the grid on an annualized basis. What/ how does Idaho Power expect to use the added funds from the base or residential service charge for? With the explosion of building in our service area that 10$/month doesn't seem like much but multiplied by the additional housing units that must be a significant additional revenue stream for Idaho Power. As we have no choice in the monopoly of power distribution a better explanation would be appreciated:' -------------------------------------------------------------------------------------------------------- 1
