Comment: "After reviewing the notice of purposed rate changes to Idaho Power customers,
I am severely disappointed with the purposed changes. Idaho Residence are struggling to
Living within our current financial situations caused by stressing economic burdens from all
angles that are pushing us beyond our limits. & Idaho Power wants to increase
residents and small businesses, literally 10% more than the large service accounts. No. We
cannot handle this. The increased costs should be split evenly, or certainly a lot closer to
each other, to maintain fairness for all.This will show you are singling out/picking on the
Little guys, those already putting less strain on the power grids, or those who will not be able
to handle this extra financial burden on a critical and necessary bill in our lives. It will also,
hopefully, keep less people from needing or asking for assistance to keep the power on."

Comment: "I am asking for reconsideration and changes to the purposed general rate
increase from Idaho Power on Residential accounts. I am a senior with fixed income.
Everything is going up. People, like me, cannot keep taking hit after hit. Although it is
understandable power would inventible going to increase, over 17%will be a very hard it for
residential customers to handle.This is too high, especially when large accounts that have
other means for increasing their income are getting his with LESS THAN HALF the increase I
would be. I have already cut out other unnecessary things because of the increased cost in
groceries. This residential increase will only make things worse. I would rather take a full
and large increase at one time, rather than small incremental increases since my situation
will not change. However, I am purposing that Idaho Power restructure the purposed
increases to be split between all groups with no less than a 3% difference between each

group. Residential/ household accounts should not have to take the largest increase. If for
some unknown reason we must, then the increase should be either 1) a more fair and
closer split between all the groups (bringing the large and smaller account closer together
on the increase) or 2) postponed the increase until the economy is more stable and less
stressful and impacting on our daily lives:'

Comment: "Attached is my response to Idaho Power's latest proposal. Sorry for my
sarcastic response, but I am tired the game they are playing with their users.
Dear Idaho Power,
I received my semiannual propaganda mailing the other day and could not help but wonder
how you know so much about my home and my energy use. My home is actually 4,400 sq.
feet, and it was built at the end of 1996. My actual energy use is much less than most
modern energy efficient homes due to it being very well insulted and having natural gas that
I use for my furnace, stove, water heater, and dryer. My natural gas bill is less than $40
dollars a month. Your chart showed that my energy use is the most during the
summer. Guess what? That is because I have a huge lawn which I water. I do not use my
A/C because your summer energy use scale (I call it pad our money pockets)would really
increase my bill. I truly let nature help cool my house at night by opening my windows and
using fans to draw in the cooler air. I then close my windows and close my blinds during the
day to keep the sun out. Every cost saving measure that is available tome, I use. I water
my lawn early in the morning to avoid evaporation during the heat of the day, I only use my
dishwasher when it is full, I regularly change my furnace filter during the winter since that is
the only time I use it, and I continually shut off the lights that my children seem to leave on.
My overall energy use has gone down the last several years, but guess what, my power bill
keeps going up.Your latest proposal is a doozy, You say that it will only increase the average
homeowner using 900 kwh a month a mere $21 a month. What are you guys smoking?With
all that you charge to connect power to all the new homes being built over the last 20 years,
you guys are making bank. I knew something was fishy when early this year you proposed a
small rate reduction to everyone. This would all make us feel better about the past years of
rate increases. Guess what? It does not make me feel better. I am all for fair market
value. I am all for energy efficiency. I am all for being fair. This proposal is definitely not fair

to all the users of Idaho Power. I definitely will be sending this to the Idaho Public Utilities
Commission.
Please reject Idaho Power's latest money grab at the expense if all of Idaho Powers
customers:'
