Dear President Kjellander:
On February 16 2006, Avista Corporation (Avista) filed the above-referenced application
with the Idaho Public Utilities Commission (IPUC). A vista filed a similar application with the
Washington Utilities and Transportation Commission and an application for an order disclaiming
jurisdiction or approving the transaction with the Montana Public Service Commission
(MTPSC).
Recent events have demonstrated the importance of business organization and structure
in protecting the public interest. A vista serves a very small number of customers in Montana.
The MTPSC is concerned both about the effect of this proposed transaction on the public interest
and about the imposition of unreasonable burdens on A vista. The MTPSC would like to track
closely the proceeding before your commission. Would you please provide the MTPSC copies
of documents filed and orders issued in this docket (or notification of posting the same on the
IPUC website)? Is there a way by which the MTPSC can subscribe to the docket as an interested
person?
