I'm deeply ashamed of the company's behavior.We are all witnessing the impacts of climate change in Idaho. Oppressive heat and dangerous wildfires are here. Idaho could be a leader in solar power in the west but instead a for profit company is choosing to put emphasis on executive pay and company profits. I recognize that rooftop solar doesn't allow the company to fully control the system and does impact the company's profits. But, the company's profits have increased every year for the last twenty years. The analyses the company has used to argue for reduced solar compensation rates are questionable. I firmly believe the PUC has a duty to promote the interests of citizens of Idaho and help secure a sustainable future for Idaho. Rooftop solar could help Idaho power and the state of Idaho reduce its reliance on expensive infrastructure and make us more resilient. If Idaho power is a for profit company and in my view if executive salaries can keep steadily increasing the company can afford to keep its solar compensation rates firmlywhere they are. Thank you. Background; -Over the past 10+years is appears that the IPUC and Idaho Power have landed on supporting the margins for Idaho Power to be 15% (only a couple of times has it been lower and most years 16% or higher.) This is approximated on IdaCorp 10-Ks -The majority of the power we product usually does not even reach the other side of our Local transformer and is consumed by our immediate neighbors so easy 15% profit for Idaho Power -This gives Idaho Power their margin and would eliminate the need for the discussion/churn every year around the (purposefully?) convoluted relationships between consumer pricing strategy and residential supplier. -Will still encourage the solar industry and those wanting to pursue this solution as they can actually plan and account/budget for a fixed cost relationship structure -This decouples the complicated discussion around consumer pricing structure from the what should be simple residential producer compensation -This follows the K.I.S.S. (keep it simple silly) principal and will be much easier for Idaho Power and IPUC to communicate to consumers and producers -If you are charging consumers for a 'hooked to the system'fee, change that to all consumers and not just the residential suppliers. -When I attended the in person comments session with Staff it was clear that they were Looking for proposals and not the 'whoa is me/we' comments.
