Pursuant to the Idaho Public Utilities Commission's ("Commission") Rules of Procedure
53 and 71 through 73, Kootenai Electric Cooperative, inc. ("KEC")hereby petitions to intervene,
and to appear and participate as a party, in the above-captioned matter.

2. Nature of Business
KEC is a non-profit corporation organized under the laws of the State of Idaho, with its
principal office in Rathdrum, Idaho. KEC is a member-owned electric cooperative engaged in
the business of distributing electric power to retail customers in Kootenai, Benewah, and Bonner
Counties in Idaho and Spokane County in Washington.

4. Kootenai Electric Cooperative's Interest in this Proceeding
In its application initiating this proceeding, Commission Staff requests "that the
Commission issue an order establishing a filing process for Wildfire Mitigation Plans ("WMPs")
that will be submitted for approval under the Wildfire Mitigation Standard of Care Act
("WSCA"), after it takes effect on July 1, 2025." Staff s Application for a Wildfire Mitigation
Plan Filing Process ("Application") at 1. Commission Staffs "primary objective in this case is
to establish a regulatory process that each investor-owned utility("IOU"), electric municipality
and cooperative utility can follow to comply with the new legislation." Id.
KEC is an electric corporation in the State of Idaho. Pursuant to the WSCA, electric
cooperatives including KEC "may adopt and file a wildfire mitigation plan with the commission
for its review at any time permitted by the commission." Idaho Code § 61-1803(2)(b). KEC
anticipates filing a wildfire mitigation plan with the Commission for its review and approval
pursuant to the WSCA. See Application at 6 (noting that Staff is aware that certain cooperatives,
including KEC, intend to file a WMP).
KEC has a direct and substantial interest in this proceeding and intends to participate as a
party in this proceeding. Without the opportunity to intervene herein, KEC would be without a
manner or means of participating in the lawful determination of issues which may affect the

timing for filing and the process for review and approval of its wildfire mitigation plan. Allowing
KEC to intervene will not unduly broaden the issues.
5. Conclusion
For the foregoing reasons, KEC respectfully requests that the Commission Grant KEC's
petition and allow KEC to intervene as a party in the above-captioned proceeding.
