Idaho Power has attempted to characterize its Rate Case request as necessary to make the residential charges more "equitable:'This is a tried and true method that Idaho Power has often used to justified non-consumption rate increases that have anything but an equitable outcome. Tried and successful, because most recently it won the right from the PUC to raise the service charge from $5 to$15 and now here it is again hoping to punish low consumption and/or renewable energy customers by forcing them to subsidize the company's high consumption customers with an increase to the fixed utility cost that has nothing to do with use of its power. It's an equitable lie that worked once and it hopes it will work again. Please don't fall for this once more. Obviously, the customers that use the most, put the most strain on the power grid and force the development of new power sources should pay for that cost through the rate of its electric use. And conversely, the customer that conserves and/or invests in power offsets should not be forced to pay an ever increasing percentage of a utility bill that has nothing to do with the use of Idaho Power's product. Thanks -Theodore Blank" -------------------------------------------------------------------------------------------------------- 1
