On June 10, 2025, Alliance of Western Energy Consumers ("AWEC") moved the Idaho
Public Utilities Commission ("Commission"), under Commission Rule of Procedure 43.031 and
Idaho Bar Commission Rule("IBCR") 227, for an Order approving the limited admission,pro hac
vice, of Chad M. Stokes in this matter. The Motion was signed and attested to by Tyler R.Whitney
(Idaho State Bar License No. 9722).
In the Motion, Mr. Stokes certifies that he is an active member, in good standing, with the
bar of the State of Oregon and that he maintains the regular practice of law in Oregon. He further
declares that he is not an Idaho resident or licensed to practice law in Idaho.
Mr. Whitney and Mr. Stokes certify that a copy of the Motion has been served on all other
parties to this case, and that a copy of the Motion, accompanied by a $325 fee and certificate of
good standing, have been submitted to the Idaho State Bar. Mr. Whitney acknowledges that his
attendance shall be required at all Commission proceedings in which Mr. Stokes appears, unless
specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules, including
IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Mr. Whitney and Mr. Stokes, we
find that reasonable grounds have been demonstrated to justify the granting of limited admission
of Mr. Stokes as legal counsel for AWEC in this matter. We further find good reason to excuse the
appearance of Mr. Whitney in further proceedings in this docket unless otherwise required by the
Commission or needed by Mr. Stokes.
' Commission Rule of Procedure 19 also pertains to motions for pro hac vice admission.

CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code,
Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Motion is granted; Chad M. Stokes is hereby granted
limited admission as legal counsel for AWEC.
IT IS FURTHER ORDERED that the attendance of Tyler R. Whitney is excused from all
further proceedings in Case No. INT G-25-02 unless otherwise required by the Commission or
needed by Chad M. Stokes.
