Comment: "I respectfully ask that this new rate increase by Idaho Power be denied. At this
time, Idahoans are having a hard time ... especially during the summer, with their high
power bills. I think that the inner workings and salaries of Idaho Power Management and
costs should be examined. We send power to California ... which drives up our prices. It
seems that ID Power has become driven more by profits and pushing crazy"green energy"
than in simply providing Idahoans adequate power at a fair price. Please deny this request.

Comment: "The PUC must reject any rate increase that does not maximally incentivize
rooftop solar purchased by the home owner. Lowering the incentives for rooftop solar while
simultaneously building solar generation is counter productive. By maximizing individual
rooftop solar the utility and state can offload the cost of solar PV installations ($10k-$20k
per site) because it's paid by the home owner. The utility should be investing in a
partnership with homeowners with PV systems.The proposed incentive structure strongly

disincentivizes individual rooftop solar PV systems because it dramatically undervalues
the cost of exported power at a fraction of the retail price."
