Comment: "Rocky mountain power's (RMP) recent proposal concerning the energyvalue of
customer is of great concern. They are currently proposing to decrease by approx 50%the
value of energy generated by customers using home renewable energy yet they insist on
charging the current rate for that same power when sold back to consumers including
those who have generated the power. in addition, they maintain control of the generating
systems with the ability to turn off or disable consumer power generation at the sole
discretion of rocky mountain power. For example, a home solar system with battery
backup can have solar generation disabled by rocky mountain power in the event of a
power outage. this prevents battery recharging by the solar cells disabling a system
designed to provide longterm power in an emergency into a part of RMP normal power
generation and distribution. so if there is a power outage there is little to no extended
benefit for a customer to have green energy system installed. RMP is taking that power
then charging for use of this power by the corporation and reselling the power at the going
rate. RMP also does not allow direct use of generated power by customers but instead
buys power that is generated and then sells it back to customers using the exsisting power
grid. Under the new proposal RMP would not pay a greatly reduced rate for this power but
will still sell it back at a greatly inflated rate.
While an excellent business model to buy cheap power and sell it at a 100% markup they
do not even pay rent for space required for the solar or other power generation arrays
despite maintaining complete control over the system.
In summary, RMP is in effect maintaining full control of the power generation and
attempting to exploit those who have installed renewable energy sources. Customers have
already paid the cost for installation and receive no compensation for the space that RMP
has effectively leased for power generation. this negates the majority of the value for
installing system which will decrease the installation of green energy sources but also

reflects predatory and exploitive behavior on the part of a public utility company to take
advantage of cheap power and increase consumer burden and cost of power
please vote against this attempt by RMP to monopolize power generation and distribution
in teh state of Idaho"
